?? Efforts by Metro and Gov. Kotek to Potentially Expand the Urban Growth Boundary for Industrial Land ?? Two separate initiatives by Metro and Governor Tina Kotek are likely to add more than 600 acres to the Portland area’s Urban Growth Boundary (UGB) for new industrial development before the end of the year. ?? Metro's UGB Review: By state law, the UGB is reviewed every six years to ensure there is adequate land for population and job growth over the next 20 years. The latest review began last fall, with Metro releasing a draft Urban Growth Report (UGR) in July, assessing land needs for residential and commercial purposes. ?? Sherwood's Expansion Request: Sherwood formally requested a UGB expansion, proposing the West Sherwood Expansion Area, which includes 1,291 acres that could support up to 5,580 housing units and 4,500 jobs. Metro received significant feedback, both in favor and opposed, at a public hearing in September. A final decision is anticipated in mid-December, though potential appeals may delay the process. ???? Governor Kotek’s Legislative Authority: Separate from Metro’s process, SB 4 grants the Governor authority to expand the UGB with up to eight sites, aimed at fostering industrial uses tied to Oregon’s semiconductor and advanced manufacturing sectors. Governor Kotek plans to add 373 acres adjacent to Hillsboro in Washington County, strategically placed within the state’s semiconductor industry hub. This proposal faced both support and opposition at an October public hearing in Hillsboro. What's Next? These expansions hold the potential to shape Portland's future economy, residential options, and land use policies.
