NEW: Today, Rep. Sean Casten (D-IL) and Rep. Brad Schneider (D-IL) sent a letter to Treasury Secretary Janet Yellen urging the department to broaden the eligibility for the Inflation Reduction Act’s technology neutral production and investment tax credits —?Sections 45Y and 48E respectively —?to include combined heat and power and other energy efficiency measures. Their letter proposes the Treasury adopt a lifecycle emissions analysis for combustion and gasification technologies that requires comparison between a facility’s GHG emissions and those that would be emitted “but for” its operation — an argument that supports the comprehensive methodology CHPA proposed to Treasury. Last week, Moynihan John attended the National Summit on Combined Heat and Power in Alexandria, VA. Hosted by the Combined Heat and Power Alliance, the event was a great opportunity to collaborate with colleagues, meet with elected officials, and discuss the abundant benefits of CHP. John’s key insights from the event: ? A recurring theme throughout the summit: cogeneration can meet a data center’s needs for power and chilled water and can enable it to import less power from the grid. ? Utility providers are unable to immediately provide the infrastructure that data centers need (new infrastructure will take an estimated 5 years or more to implement); CHP can deliver solutions faster. ? Data center developers are used to designing their entities one way – incorporating a power plant into the design causes a paradigm shift. ? Usually, data center developers are not electrical or mechanical engineers, nor are they operators; there is a disconnect and an unawareness of the benefits of cogeneration. ? The demand for electricity in the U.S. is soaring due to the popularity of EVs and electrification, and the grid is strained. ? In the wake of an outage, how do we ensure that power is available at all times if the utility service is not? ? Mandated renewable energy portfolios will continue to cause energy prices to rise.
