Just returned from an incredible retreat in sunny Orlando with the amazing Coleridge Initiative team! Our retreat was a perfect mix of strategy, creativity, and fun. From engaging discussions about our mission of empowering government agencies through better use of data, to collaborative activities (yes, even building racing cars! ) that brought out the best in teamwork, the energy and passion were palpable. It’s always inspiring to step away, reflect, and strengthen our bonds as a team. Thank you to the entire team who made this retreat a success—it’s these moments that remind me how lucky I am to work with such talented, driven individuals.? We are pleased to announce that three state agencies will be awarded funding and research support through the State IMPACT Collaborative. In partnership with MDRC, we launched this initiative earlier this year to provide funding and research support to transform state policymaking by leveraging advanced data analytics and collaborative research to foster evidence-based decision-making and sustainable development. Awardees will utilize Coleridge Initiative’s renowned Administrative Data Research Facility (ADRF), which enables secure cross-agency and cross-state collaboration, and participate in a new Applied Data Analytics training program in partnership with the state of Arkansas that will include a new co-developed curriculum in evaluation methods. We are thrilled to share that the U.S. Department of Agriculture (USDA) awarded the Coleridge Initiative a contract with a maximum potential value of $7.5 million over a five-year period to provide a secure data enclave service through Coleridge Initiative's Administrative Data Research Facility (ADRF), a FedRAMP-authorized, cloud-based computational research platform. The Administrative Data Research Facility (ADRF) is driving impact by enabling states to integrate service delivery. Through the ADRF, the state of Arkansas has been able to link data from various agencies to provide actionable information for integrated service delivery of state programs for residents. This included data from public education, public higher education, workforce, criminal justice, eligible training providers, apprenticeships, and health and human services. The Administrative Data Research Facility (ADRF) is driving impact across government agencies. Through the ADRF, researchers and policymakers gain access to a collaborative platform that enables them to conduct rigorous analyses and evaluate the effectiveness of various policies and programs. From measuring the impact of public policies and the delivery of state programs, the ADRF serves an accessible cloud-based environment. One standout example is our collaboration with the state of New Jersey to expand access and use of linked, de-identified administrative data. New Jersey shared data from the NJ Statewide Data System to the ADRF which has expanded the access and analysis of data to improve governance efforts, policymaking, and performance of public initiatives for NJ residents. Some of the Democratizing our Data Challenge (DDC) teams have completed their projects over the last year, including the New Jersey, Kentucky, and Wisconsin teams. ?? The New Jersey team completed their DDC project in March 2023. This project, completed by researchers at the Heldrich Center at Rutgers University, focused on developing a publicly available data model for state K-12 data submissions to the ADRF. ?? The Kentucky team completed their DDC project in March 2024. Led by the Kentucky Center for Statistics (KYSTATS), this collaboration expanded the Multi-State Postsecondary Report Dashboard to include Indiana and Tennessee postsecondary completers. ?? The Wisconsin team completed their DDC project in June 2024. Led by the Wisconsin Department of Workforce Development, this project developed an Unemployment-to- Reemployment portal in Wisconsin. Our Democratizing Our Data Challenge (DDC) enables government agencies to scale and replicate data products, such as tools tracking state unemployment insurance statistics or dashboards tracking student outcomes from education to the workforce. The DDC builds a community of practice around the use of administrative data for the public good, where teams gain knowledge that can benefit other teams within their respective DDC cohorts.
