COGR has posted a new, one-page graphic to clearly demonstrate that an institution's F&A/Indirect cost reimbursement rate does not represent the portion of the total award directed to F&A cost. This has been widely misunderstood and miscommunicated since the February 7, 2025 posting of "Supplemental Guidance to the 2024 NIH Grants Policy Statement: Indirect Cost Rates". This week, President Matt Owens spoke to “Improving the Effectiveness and Efficiency of Science” during a session of the National Academy of Sciences’s Strategic Council for Research Excellence, Integrity, and Trust. He highlighted COGR’s advocacy efforts and common-sense recommendations for streamlining and harmonizing federal research policies and regulations, an he emphasized that “reducing red tape should be done thoughtfully, but boldly.” ? The session also featured COGR Board Member Lori Ann Schultz,?Senior Associate Vice President for Research Administration, The University of Texas at San Antonio, and FDP Co-Chair Michele Masucci, Vice Chancellor for Research and Economic Development,?University System of Maryland.?They provided insights on sensible ways to alleviate regulatory and administrative burdens on researchers and research administrators. ? In response to U.S. Department of Health and Human Services (HHS)’s "Policy on Adhering to the Text of the Administrative Procedures Act", expected to be published in the Federal Register Monday, March 3, COGR President Matt Owens released the following statement: “HHS’s proclamation that it has abandoned its longstanding policy of seeking public input on its rule making under the Administrative Procedures Act flies in the face of the Trump Administration’s professed mandate for greater transparency. For decades HHS policies affecting public health and research institutions have benefitted from public stakeholder participation in the policy process. Public input is an essential element of the policy process that reflects our nation’s democratic principles. As it always has, COGR stands ready to provide constructive input to HHS policies.
