The DoB announced some small changes around 2025 LL97 Filings and provided other general instruction at a webinar hosted by ASHRAE Friday.
Among other items:
(1) All buildings can ask their RDPs to file for an extension through August 29 if needed -- the rules said that only RDPs hired by February 1 could file.
(2) RDPs are no longer required to upload backup documentation for GFA measurements; they just need to attest to the amounts -- Of course, that leaves the burden of determining appropriate backup on RDPs, so check with yours if you haven't already done so.
-- Both items 1 and 2 are welcome changes, but do not diminish the need for greatly reduced late filing fees for co-ops and condos.---
(3) Start the process early!! DOBNow payments may take up to ten (10) days to process, and you can't proceed without payment confirmation.
(4) Emails used for the "Owner" must match an NYCID-verified email already used in DOBNow. RDPs should confirm emails are the ones you want to use, and you are good to go on that front.
(5) No dashes between BBLs anymore!! Prior years' benchmarking reports included some with, some without, and a few that were incorrect. It can't be said enough that you should make sure you verify your benchmarking report.
(6) BBL/BIN confusion -- If you have multiple BBLs and/or multiple BINs, make sure your RDP is good to go.
(7) Even if you don't need to file your LL97 report until 2027, you DO NEED TO FILE YOUR LL88 REPORT and your LL84 report! Make sure you're good to go.
