CLTC is thrilled to welcome Oumou L.y to the team as a Non-Resident Fellow with the AI Security Initiative! Oumou's work will explore the role of investors in supporting the development of secure AI systems and technologies. Oumou is a policy expert and national security practitioner who has shaped cybersecurity, artificial intelligence, and emerging technology policy and security at the highest levels of government. Most recently, she served as the Senior Advisor for Technology and Ecosystem Security at the White House, where she led efforts to strengthen cybersecurity for critical and emerging technologies and improve resilience across the digital ecosystem. Oumou was an architect of the 2023 AI Executive Order and played a central role in developing and implementing the National Cyber Workforce and Education Strategy and the National Standards Strategy for Critical and Emerging Technologies. New Paper Out! Public attribution of offensive cyber operations has become a critical tool in cyber diplomacy, deterrence, and national security. But here's a key shift: intelligence agencies—historically operating in the shadows—are increasingly taking center stage in naming and shaming cyber adversaries. My new paper, When Intelligence Agencies Publicly Attribute Offensive Cyber Operations: Illustrative Examples from the United States, explores this emerging phenomenon. It examines why and how intelligence agencies in the U.S. have stepped into the public arena to attribute offensive cyber operations, using case studies like the SolarWinds and DNC intrusions. Key insights: Signaling without escalation: Intelligence agencies can attribute offensive cyber operations in a way that sends a strong message while staying below the threshold of military escalation. Credibility & nonpartisanship: Attributions from intelligence agencies tend to carry more weight than those made by political figures, reducing the risk of perceived bias. Partnerships matter: Intelligence agencies' connections with private cybersecurity firms and international allies strengthen the legitimacy and impact of public attribution. Why does this matter? As cyber operations become a staple of geopolitical conflict, how governments attribute these incidents publicly—and who delivers the message—will shape international responses and future deterrence strategies. The U.S. is leading the way, but this is a global trend, with other nations also engaging in public attribution.
