Good to see new research report out from Scottish Government today on Planning and climate change guidance for NPF4 - the report reviews current approaches to both assess and minimise lifecycle greenhouse gas emissions of development proposals. The report highlights CERG's call for a 'Net Zero Test', or a screening and assessment process, which should be used early in the planning process to inform decisions ahead of the procurement stage. https://lnkd.in/d9AZjbtF

Last week the The Scottish Government passed its Budget in the absence of any transparent assessment of how these spending decisions will impact on Scotland's ability to meet its climate targets. Are we investing in the right things that will bring us closer to a net zero Scotland? The simple answer is we don't know. It doesn't have to be this way. The Scottish Government could make more informed decisions, enhance outcomes and avoid expensive retrofits by systemically applying a Net Zero Test to all policy and investment decisions. Carbon Assessment tools are already being widely used in the private sector and by other governments such as New Zealand. #climateemergency #netzero #Scottish #budget2024 #climatecrisis
