??? CLEAN HEAT CAN SLASH AIR POLLUTION ??? The clean heat transition is crucial for public health. For example, 73% of particulate matter pollution in the EU originates in the heating and cooling sector, according to the JRC. According to a new report published by the European Environment Agency & the European Commission (link in comments), the EU is set to miss a number of objectives for cutting air pollution. The transition to a clean heat mix offers a chance to drastically lower air pollution levels. Furthermore, clear targets for clean air offers an additional lever with which the EU can drive the uptake of clean heating solutions. To achieve this, we need to ensure that ambition is upheld across all legislation, that established directives are implemented fast and effectively, and place air quality in the scope of future heating-related policymaking. We ask the following: ?? Provide a coherent, well-aligned regulatory framework by ensuring that timelines and pollution emission ceilings are coordinated between different pieces of legislation ?? Maintain the highest-possible level of legislative ambition in implementation of the European Green Deal, including the Ambient Air Quality Directive and the Energy Performance of Buildings Directive, by also supporting Member States in transposing such legislation ?? Reaffirm ambitious pollutant emissions ceilings as part of the potential upcoming review of the National Emission Reduction Commitment (NEC) Directive, and consider what additional pollutants can be brought into the scope of the Directive. ?? Establish clean air objectives as part of the promised update to EU’s Strategy on Heating and Cooling ?? Provide European templates and guidelines for designing socially considered Member State-level financial incentives for the built environment, which support the roll-out of decarbonised heating, ensure affordability as well as clean air

Working at EU level, with national and local support from our broad network of member associations and partners, our goal is to champion and push for political and regulatory support for a climate friendly heat transition as soon as possible for every European household. Clean Heat Europe is supported by a diverse group of associations, representing climate-friendly and carbon-free technologies, industry, and consumer rights groups. Despite different backgrounds, we all share a common cause: cheaper, more secure, healthier heat that supports our energy security and our environment. Members of the Coalition include The European Heat Pump Association, The European Copper Institute, European Climate, Solar Power Europe, The European Partnership for Energy and the Environment and Euroheat & Power.

A quarter of Russia's fossil fuel export revenues still come from Europe. To strengthen our energy security, the EU must urgently end all remaining Russian fossil gas imports. This means rolling out clean heat solutions across our economy to rid ourselves of our current fossil import dependencies. Several measures could accelerate clean heat uptake across the EU: ? End direct and indirect fossil fuel subsidies across the board ?? Remove taxes, fees and levies from the electricity bill to ensure the gas-to-electricity price ratio favours a clean heat transition ?? Publish an ambitious Electrification Action Plan in close coordination with an updated EU Strategy on Heating and Cooling, both designed to provide clear and actionable proposals.

??Clean Industrial Deal Reaction? ?? Yesterday, the European Commission unveiled its Clean Industrial Deal, alongside the Affordable Energy Action Plan. The Commission has succeeded in excellently diagnosing the problems facing Europe’s cleantech industry, including the clean heat sector:? ?? Steep energy prices ?? Crippling permitting times? ?? Insufficient paths to scaling in Europe The Commission presents a good path towards a more prosperous industrial environment in Europe, but falls short of delivering a concrete, actionable plan for the clean heat sector. While clean heat uptake stands to benefit greatly from the Commission’s electrification efforts, more targeted support is required to accelerate the deployment of clean heat solutions across Europe. As heating and cooling accounts for half of Europe’s total energy consumption, this represents a crucial unlock for our wider industrial competitiveness on the path to a net zero economy. To unleash a clean heating wave across Europe, we call on the Commission to: ??Fast-track the publication of an ambitious Electrification Action Plan together with an updated EU Heating and Cooling Strategy, with clear and actionable proposals?? ?? Provide adequate, sectorally ringfenced funding and public de-risking for clean heat manufacturing ??? Bring down households’ up-front and running costs for purchasing and installing clean heat solutions By focusing on strategic sectors such as clean heat, Europe can usher in a new era of clean industrial competitiveness. The clean heat sector has the capacity to manufacture much larger volumes than it currently does, and it is within the power of EU policymakers to unleash such a demand shock. ????Let the Clean Industrial Deal Unleash a Clean Heat Demand Shock ???? The long-term financial case for switching to a clean heat source is clear, and Europe has the production capacity to meet higher demand for such solutions. However, uptake is marred by steep up-front costs for domestic installations, as well as a lack of pre-purchase information about available clean heat solutions. It is crucial to develop a heating, cooling and electricity market in which clean heat is consistently cheaper than fossil-fuel based technologies, and to provide support for households looking to transition away from fossil-based heating. Last week we released an open letter together with allies across the Heating & Cooling space. See here, some of our proposals on how the European Commission can support the the uptake of #CleanHeat solutions across Europe: ??Fast-track the publication of an ambitious Electrification Action Plan together with an updated EU Strategy on Heating and Cooling with clear and actionable proposals, promoting widespread electrification, use of direct clean heat sources, and encouraging synergies between renewable heat producers, heating & cooling resources as well as industry & service ??Lower consumers’ electricity costs by taking taxes, fees and levies out of the electricity bill, thus ensuring that the gas-to-electricity price ratio remains favourable to a clean heat transition ?? Provide District Heating and Cooling operators with dynamic and low electricity prices to encourage sector integration, absorb surplus electricity, balance demand, and ease grid congestion, by deploying large-scale heat pumps and e-boilers supported by thermal energy storage alongside renewable energy and heating sources ??Implement ETS 2 swiftly and effectively, with clear advance communication to European citizens regarding the importance of adapting one’s heating solutions ahead of upcoming fossil heat price increases, and by ensuring citizens’ support for the transition ?? ?? Open letter: A Clean Heat Wave for European Competitiveness ?? Decarbonising Europe’s Heating & Cooling needs is essential both to meet our climate objectives and protect our industrial competitiveness. Heating & Cooling makes up half of our total energy needs, and right now, many clean heat solutions are ready to deploy and deliver clean, affordable heating. Encouragingly, the EU boasts a strong domestic manufacturing base, but we cannot take this competitiveness for granted. At the moment, 60-73% of heat pumps installed in Europe are manufactured here. In a similar vein, 69% of all high-value invention patents in District Heating and Cooling technologies are held in Europe. This also applies to the geothermal and the solar thermal industries, which manufacture in Europe, currently meeting 90% of EU demand while exporting globally. Today, we publish this open letter co-signed by 8 trade associations and civil society groups, as the heating and cooling sector presents an opportunity for Europe to maintain an already strong position vis-a-vis other leading economies, in an ongoing global cleantech race. ?? On 31 December, the agreement for Russian gas transit to the EU via Ukraine expired. Meanwhile, Russian LNG imports surged 11% in the first half of 2024, prompting 10 Member States to demand the EU to impose sanctions. The message is clear: to strengthen energy security and competitiveness, we must end all Russian fossil gas imports - and remember: clean, sustainable heating is the solution! Commission’s JRC confirmed, that “there is a clear connection between high housing cost burdens and #energypoverty”! In 2023, 18.5% of EU households did not have sufficient insulation or heating systems to keep their dwelling comfortably warm during winter ?? This is a 9,5% increase compared to 2022! The EU must deliver on its twin goal to address climate change and reduce energy poverty. For this, we need to support building renovations to reach high energy efficiency, and to switch to clean heating solutions! The Commission published the 2023 statistics about the EU’s energy sector! ?? ?? In 2023, 24.5% of the EU’s gross final energy consumption came from renewable sources—1.2 percentage points (pp) higher than in 2022. Renewable energy in heating and cooling reached 26.2%, exceeding the Renewable Energy Directive’s target, which mandates annual increases of 0.8pp until 2025 and 1.1pp until 2030. ?? This shows progress, but there’s still a long way to go to close the clean heat gap. 74% of heating and cooling still relies on fossil fuels, compared to only 28% of electricity.
