For nearly 50 years, the Council on Environmental Quality (CEQ) has provided government-wide rules to guide federal agencies and project applicants through the National Environmental Policy Act (NEPA) process. That changed last month when CEQ eliminated these rules—creating confusion and uncertainty for agencies and project developers. While CEQ claims this will streamline permitting, this decision will likely delay reviews and complicate interagency coordination.
