Civitas Networks for Health is a national collaborative comprised of member organizations working to use health information exchange, health data, and multi-stakeholder, cross-sector approaches to improve health. Civitas was previously known as the Network for Regional Healthcare Improvement and the Strategic Health Information Exchange Collaborative, and today represents more than 160 member organizations and business partners moving and using data to improve health outcomes across the U.S. Civitas educates, promotes, and influences both the private sector and federal and state policymakers on matters of interoperability, quality, coordination, health equity, and cost-effectiveness of health care. Working with healthcare and public health innovators at the state and local levels, Civitas facilitates the exchange of valuable resources, tools, and ideas — and offers a national perspective on upcoming standards and regulations, emerging technologies, and best practices.

    Comagine Health President and CEO Marc Bennett has been elected chair of the Civitas Networks for Health Board of Directors. Comagine Health is an active and longstanding member of Civitas, a national nonprofit collaborative of over 170 member organizations dedicated to improving health through health information exchange, data use and cross-sector collaboration. This is Marc's eighth year serving on the Civitas board and the board of one of its legacy organizations, the Network for Regional Healthcare Improvement. Board leaders were chosen because of the wealth of experience they bring and their shared vision for advancing Civitas’ mission of transforming health through collaboration and data-driven innovation. “I am honored to serve as board chair in 2025 and to work alongside such a talented and dedicated group of leaders,” said Marc. “Their deep expertise and unwavering commitment to improving health data exchange and health systems at the local, regional and national level will be invaluable as we continue to drive progress. Together, we are poised to tackle some of the most pressing challenges in health care, public health and social care.” In addition, Comagine Health Director of Community Health Katrina Seipp-Lewington has been named chair of Civitas’ Emerging Leaders Council, with a non-voting seat on the Civitas Board of Directors. “The Emerging Leaders Council seat on the board is important as it reinforces the leadership connection between the council and the board,” said Katrina. “For me, it demonstrates the level of commitment and investment Civitas makes in a new generation of leaders.” Maternity Program Manager Ami Hanna, MPH, is also a member of the Emerging Leaders Council, which offers participants a unique platform to enhance leadership skills, expand their professional networks with industry peers and contribute to transformative health initiatives. Members are selected for their commitment to collaboration, innovation, and driving meaningful change across their communities.

    This is a great perspective! The conversation around interoperability and data usability is critical—and even more complex when it comes to behavioral health data. One of the most urgent challenges? Managing patient consent. Behavioral health information is often subject to stricter privacy regulations (like 42 CFR Part 2), requiring explicit patient authorization before sharing sensitive data. This adds a layer of complexity to identity matching and data movement that many systems aren't equipped to handle. Without a standardized, patient-centered approach to capturing and managing consent, critical behavioral health data remains siloed—impacting care coordination, outcomes, and patient trust. We can't treat consent as a checkbox. It needs to be an integral part of interoperability frameworks to ensure that behavioral health data can move securely while respecting patient preferences. If we want to achieve true data usability, we must prioritize: ~Advanced Consent Management – Implementing interoperable consent frameworks that account for nuanced privacy regulations. ~Cross-System Collaboration – Aligning behavioral health and medical data systems to improve patient identity matching and reduce fragmentation. ~Patient-Centered Governance – Empowering patients with clear, accessible ways to manage and share their health data. ~Provider Buy-In – Engaging behavioral health providers early to ensure practical workflows and alignment with patient care needs.

    ?? Data Quality: The Unfinished Work of Interoperability ?? The conversation around interoperability is evolving, but one reality remains: Data movement ≠ Data usability. Over the past few days, so many of you have shared valuable perspectives on where organizations struggle most with data quality. Some key themes keep emerging: ?? Patient Identity Matching is Still a Mess – We have standards, but adoption is slow, and mismatched records continue to undermine interoperability. ?? Provider & Practitioner Data is an Afterthought – Too much reliance on EHR-based sources when credentialing, MDM, and enrollment systems hold the real source of truth. ?? Compliance Isn’t the Same as Quality – Check-the-box mandates don’t solve for completeness, accuracy, or real-world usability. ?? Organizations Still Struggle to Prioritize Data Governance – Even with funding, many don’t have the internal resources or leadership buy-in to sustain long-term improvements. Interoperability can’t stop at connectivity—we need to treat data integrity, usability, and governance as mission-critical.
