The Symposium in the Philadelphia area was highly productive, both in terms of the Civil Affairs Corps and the Civil Affairs Association. Here's a short summary of some of the highlights. The NATO CIMIC Functional Specialist Course, held by the NATO Civil-Military Cooperation Centre of Excellence (CCOE), was a success! Over five days, from 18 to 22 November 2024, participants from Italy (ITA) and the Netherlands (NLD) had the opportunity to deepen their understanding of NATO operations and enhance their role-specific expertise. The training not only focused on theoretical knowledge but also emphasized the practical application of skills necessary for integrating functional expertise into operational processes. This ensures alignment with NATO's overarching military objectives. Under the guidance of the Course Director, Lieutenant Colonel Francesco Di Giampietro, and supported by the skilled CCOE team, attendees gained a well-rounded education. The inclusion of subject matter experts from various countries’ organizations (ITA, DEU, NDL, SVN, USA) , added a valuable dimension, providing diverse perspectives and real-world insights. On Friday, students from USACAPOC Airborne & the Lebanese Armed Forces completed the British Army’s Cultural Property Protection Special Arm Course at Carlisle Barracks. Training concluded Friday morning with CPP planning teams providing decision briefs to the exercise Task Force Commander on recommended courses of action in a LSCO scenario. This tested the students’ gained abilities to: integrate 1954 Hague Convention obligations into the Operational Approach; describe the military necessity of CPP; & advise commanders about legal responsibilities. In the afternoon, we were honored to have the U.S. Army Civil Affairs and Psychological Operations Command’s Commanding General, MG Andrée Carter provide the graduation ceremony’s keynote address, & to hear remarks from the British Army’ CPP Unit, Director of PKSOI-Peacekeeping & Stability Operations Institute-US Army & Smithsonian Institution leadership. The training delivered over these last two weeks represents a determined & continued commitment to CPP. We are truly grateful to have received such incredible training from the British Army CPP Unit, & having PKSOI, the U.S. Army Heritage & Education Center, the Smithsonian Cultural Rescue Initiative & the U.S. Department of State alongside of us. Today I’d like to honor my favorite Veteran, CPT Jaeyoung Jenkins, MBA, MS, PMP. She served a combat tour in Afghanistan as a critical Supply Sergeant to key remote Forward Operating Bases. She then returned to Afghanistan for two more years to work as DoD Contractor managing all the property and supply for the Theater. Today, she a Citizen Soldier serving in the Army Reserves as an Economist and in her Civilian job as Senior Consultant advises on Army programs for the Pentagon. Always the consumate professional, everyone wants her on their team. Most importantly, she is someone I would go to war with!

I'm proud to announce the publication of my team's latest report,?"Staffing the Mission: Lessons from the U.S. Reconstruction of Afghanistan." The report details how the U.S. government was consistently unprepared and unable to get the right people into the right jobs at the right times across our two decades in Afghanistan. Specifically, there were often not enough staff to oversee the $150 billion in spending, certainly not enough who were qualified to do so. Those who were qualified were difficult to retain. Every agency suffered from frequent staff turnover, draining institutional knowledge and leaving successors to make similar mistakes all over again. Challenges with the recruitment, training, and deployment of U.S. personnel then had significant downstream consequences for the quality of the strategies and programs these personnel devised to?rebuild the country's?institutions and infrastructure. Whether in Gaza, Ukraine, or elsewhere, the U.S. government will continue to be chronically unprepared to work in conflict-affected environments without significant reform. Recruiting, training, and positioning talented staff is the most difficult and time-consuming component of delivering effective foreign assistance, and it can only be done when these staff are not urgently needed. Our report offers a number of recommendations to U.S.?agencies and Congress to lay the groundwork for avoiding these mistakes in the future. New publication! Conventional and joint force commanders need to understand how to employ SOF in large-scale combat operations. SOF can provide a key shaping effort in major war. To understand the role of SOF in future LSCO, retired LTG Ken Tovo, 2LT Anthony Marco and I explore the role of unconventional warfare in major wars since World War I. We argue that joint force commanders employ SOF to SUPPLEMENT where conventional lines are thin, and to SUBSTITUTE in areas where conventional forces face political or physical constraints to operating. While SOF experts will find this interesting, our target audience is national security leaders who are less familiar with the historic role of SOF in major wars.
