Since 2002, the organization has supported the growth of 104 schools educating more than 51,254 students annually. Civic Builders partners with philanthropists and capital providers to design and manage affordable, new financing and development solutions for high-quality schools. Civic Builders achieves our mission of removing real estate as a barrier to an excellent public education by addressing the full spectrum of facilities and financing challenges public charter schools face. As a nonprofit organization with two decades of experience, Civic Builders’ portfolio represents $1.5+ billion invested into economically distressed communities to ensure all students have access to safe, positive, and student-centered learning environments. How We Work: Our team’s extensive expertise in both real estate and lending enables us to provide a full suite of support to the charter schools seeking to find their permanent school facility. Financial Services We manage and deploy a variety of financial products that meet the unique needs of each school’s facility development project. In partnership with the Walton Family Foundation and PNC Bank, we developed and run the $300 million Facilities Investment Fund (FIF), providing 5-year fixed-rate loans for new construction, acquisition and facility renovation. We unlock public resources for great public charter schools by accessing affordable capital through the New Markets Tax Credit program and the U.S. DOE Credit Enhancement program. Real Estate Development We develop charter school facilities from start to finish; from site identification, financing, and development through construction to ultimate school occupancy; all on time and on budget.

Our Facilities Investment Fund (FIF) team recently closed two predevelopment loans with newly established charter schools, marking Civic's entry into Missouri and Alabama, expanding our impact to new markets. ???BELIEVE STL Academy?(St. Louis, MO): This independent high school, serving grades 9-12, opened in August 2024. With FIF support, BELIEVE is relocating to a permanent 49,000-square-foot facility designed to accommodate 300+ students. The new space will help BELIEVE shape future leaders, empowering students to achieve independence and long-term success. ???I Dream Big Academy Charter School?(Tuscaloosa, AL): Set to open as Alabama’s first HBCU-partnered charter school and Tuscaloosa’s first and only charter school, IDBA will share a campus with Stillman College. Originally launched as a summer program in 2012, FIF predevelopment funding will enable IDBA to bring their vision for an innovative school to life. Students will gain direct access to dual enrollment courses and a career-focused curriculum. These milestones reflect the power of collaboration, and we are grateful to Victor Rivera, Robert Ross, Jenny Heumann, Sean Mahoney, Gabriel Diaz, Sarah Tate, Level Field Partners, and Gabe Balzano-Brookes at Krokidas & Bluestein LLP for their part in making these projects a reality.

In Q4, the Facilities Investment Fund (FIF) closed a loan with Pacific Charter School Development (PCSD) to?Citizens of the World Los Angeles (CWC LA) East Valley. The $5 million loan will support the acquisition of a new facility in California's?San Fernando Valley, allowing the school to relocate and expand its reach. This investment aligns with CWC LA’s commitment to fostering diversity and providing greater educational opportunities for a broader and more diverse student population. With FIF funding, CWC East Valley is well-positioned to make a deeper impact on the local community, enhance the educational landscape, and create a more inclusive environment for all.
