We’re proud to have testified last week before the DC Council—urging us all to “stay the course,” sustain investment in high-impact tutoring (HIT), and protect what’s working in our schools. Catherine Peretti: “Thanks to OSSE’s leadership, we have a nationally-recognized, strong and thriving HIT ecosystem reaching students who need it the most. This is not by accident - by investing not just in grants to schools and tutoring providers but in technical assistance, training, design support, OSSE can ensure fidelity to the standards, create an infrastructure for continuous improvement, and drive positive academic results.” Our work is paying off— We’re seeing real gains in reading, math, and attendance. And while we’re making strides toward leveling the learning field, proficiency remains too low and too many of our students remain cut off from opportunity. Jalicia Jefferson values building strong connections with her students at Statesmen College Preparatory Academy for Boys, where she's a Lead Math Teacher—and credits that to her long-time mentor, Shirelle Briscoe (Bowie State University) and the mentors in her life that continue to inspire her. Now, Jalicia is a mentor. As a SOAR mentor she’s now the one inspiring the tutors and future educators in our tutor-to-teacher pipeline program. It's because of our partnership with NATIONAL ASSOCIATION OF BLACK MALE EDUCATORS INC, we’ve been able to match over 35 tutors with inspiring mentors like Jalicia—helping them confidently take the next steps toward new careers in education. #SOARMentors ??

The D.C. Policy Center State of DC Schools Report shows that academic interventions matter—and high-impact tutoring (HIT) is a powerful example. Last school year, we saw students coming to school with renewed confidence, teachers saw real progress in reading and math, and the State of DC Schools report is showing that. HIT has been a lifeline since the 2021–22 school year, helping students overcome disrupted learning. With support from the DC Office of the State Superintendent of Education (OSSE) and our work at CityTutor DC, schools have made HIT a daily part of life –now, students are attending more regularly, engaging more deeply, and making measurable academic gains. ?? In SY22–23, HIT reached thousands of students in 141 schools, and those receiving tutoring were 7% less likely to miss school on tutoring days. ?? Students receiving a full dosage of 900+ minutes in ELA or Math gained learning equivalent to an extra 8–22 instructional days. ?? Students receiving over 900 minutes of tutoring attend school an average of 8.5 more days per year. In grades 2–4, 900+ minutes of reading tutoring translates to gains of 12.3 additional instructional days, while 900 minutes of math tutoring yield 12.8 days—with even greater progress (22 days) for those receiving 1,800 minutes. DCPS doubled the number of students receiving High-Impact Tutoring (HIT) in just three years—and it’s helping reshape education across our District. At last week’s District of Columbia Public Schools (DCPS) Performance Oversight Hearing, Chancellor Dr. Lewis Ferebee’s testimony offered a glimpse into the impact of HIT at DCPS, spotlighting our partners at Moten Elementary and Kramer Middle. At these schools, and across the District, we see HIT helping students show up more consistently, stay engaged, and their hard work paying off in higher scores and stronger skills. Here’s what stood out: ?? DCPS has more than doubled the number of students in HIT, growing from 3,295 to over 7,100. ?? At partner schools like Moten and Kramer, integrating HIT into daily routines has led to higher math and reading proficiency and a measurable boost in attendance. ?? Josh Boots, Executive Director of EmpowerK12, said it: “We have spent time interviewing DCPS Central Office staff as well as school leaders and teachers at Bold Performance Schools… and we assess that these strategies [significant investments in high-impact tutoring] have contributed to DCPS’s success.” We’re proud to collaborate with Moten, Kramer, and dozens of other schools across the District—activating HIT to accelerate learning and continue the work to strengthen DC students’ futures.
