When temperatures drop below 32°F, NYC opens emergency shelter beds. Yet last year, 16 people died in the cold. Why? One ID document might seem small - but for our neighbors experiencing homelessness, it's phase one of rebuilding their lives. Without any identification, it's nearly impossible to get connected to social services and housing resources that can change the trajectory of someone's story.
