We are a city organization that provides city services and support to Martinez’s residents and businesses. City services include public safety, street and park maintenance, recreation, and community development. We think this is an awesome place to live, but not just because of our growing Downtown with a variety of restaurants, shops and breweries, or because of our beautiful open spaces and recreation opportunities, or even because of our gorgeous weather throughout the year. What makes Martinez great is the sense of community that embodies every neighborhood and business in this city. As a family-friendly city, it helps that we have great access to parks with recreation programs, a community pool, several sporting fields and courts. Families who decide to lay roots in Martinez find themselves staying for generations. Businesses who choose Martinez do it because they welcomed into a vibrant hub of makers and hometown innovators. Our history is one that cannot be underestimated. Martinez was established in 1847 and became the home of the County seat in 1850. The famous naturalist John Muir called Martinez home until his passing in 1914. Martinez was also where Hall of Fame baseball player Joe DiMaggio was born. Pretty cool, right? We wrap-up Community Planning Month by recognizing Planning Manager Michael P. Cass, who is an experienced land use planner with over 20 years' experience in the public and non-profit sectors. Professionally, Cass has served as the City’s Planning Manager since December 2022, where he leads the Planning Division and Sustainability Division. Notably, Cass co-managed the adoption of the Waterfront Marina Trust Lands Use Plan and served as project manager for the City’s 2023-2031 Housing Element. Previously, he was principal planner for the City of Dublin (2019-2022), where he was involved in the update of the Housing Element and General Plan amendments, Citywide Multifamily Objective Design Standards zoning amendments and the ADU Manual and prototype plans. Before Dublin, he was the principal planner of long-range and sustainability policy for the City of Concord (2016-2019), and planner for the City of Lafayette (2004-2016). He holds a B.A. in communication from St. Mary’s College of California and a certificate in land use and environmental planning from UC Davis Extension. Cass is the Section Director of the American Planning Association California Chapter – Northern Section (2023-2024) and has previously served as director-elect (2021-2022), treasurer (2019-2021), and East Bay regional activity coordinator (2018-2019). In honor of Community Planning Month in Martinez, the City is honored to recognize Associate Planner Brandon Northart, AICP. Since February 2023, he has served as an Associate Planner for the City of Martinez, where he also proudly resides. In his current role, Brandon manages various development projects, assists the public with zoning inquiries, maintains GIS data, and spearheads long-range planning initiatives, including updates to Accessory Dwelling Unit regulations, development of a community benefit program, and other zoning amendments. Before joining the City, Brandon worked as a consultant in the private sector, helping developers navigate the planning process for large-scale infrastructure and development projects across the Greater Bay Area. Prior to that, Brandon participated in a fellowship program working as a Sustainability Coordinator for Goodwill Industries forwarding the organization’s sustainability goals. Brandon earned his B.A. in Urban Studies and Planning from San Francisco State University and is a certified member of the American Institute of Certified Planners. When he’s not at work, you can probably find Brandon at a San Jose Sharks game, playing video games, or binging TV shows with his wife and three cats (Bubba, Leo, and Desi). We continue to celebrate Community Planning Month in Martinez by recognizing Associate Planner Daniel Gordon, who joined the City in January 2023. Dan Gordon has worked on notable projects for the City including a comprehensive update to the permitted and conditionally permitted uses, incentives for high-value industrial businesses, and securing a $1.27 million grant for parking infrastructure.?Previously, he was the Planning Manager at the Town of Yountville, where he worked on the adoption of a new General Plan, a comprehensive update to the town’s Zoning Ordinance, and the town’s response to the COVID pandemic. Prior to Yountville, he was the Senior Manager of Government Relations at Wind Mobility, a shared electric scooter company, an Associate with the urban planning consulting firm Cityfi, a Research Fellow at the American Planning Association, and as a Senior Program Officer with the U.S. Department of State in Washington, D.C. He holds a B.A. in English Literature and French Language from Georgetown University, an M.A. in Public Affairs from George Washington University, and an M.Phil. in Land Economy from the University of Cambridge. Gordon also serves on the Design Review Board for the City of Vallejo. In his spare time, he enjoys golfing, travelling, hanging out with his twin brother, and anything to do with food. In honor of Community Planning Month in Martinez, we celebrate our staff planners working on behalf of our community. Imanol Tovar joined the City in July 2023 as our Planning Technician, where he focuses on customer service with general inquiries, evaluates building permits, and reviews small-scope discretionary permits. He also led the City’s efforts to develop new regulations for chickens, bees, and trees and developed the City’s fee deferral program. Previously, he interned at San Diego Association of Governments (SANDAG) in San Diego and was the Special Programs Assistant at the San Diego Housing Federation, a non-profit organization focused on creating affordable housing opportunities through advocacy work, professional training, and housing policy resources. He holds a B.A in Urban Studies and Planning from U.C. San Diego and enjoys painting, drawing, and hiking in his free time. Please join us in thanking Imanol for his service!
