    The Dubuque City Council will hold a series of public hearings and meetings as part of the process to create the City of Dubuque’s budget for the fiscal year (FY) 2026, which runs from July 1, 2025, to June 30, 2026. Residents and stakeholders are encouraged to participate in this process and provide input. The budget process will begin on Tuesday, March 25, when the city council holds a public hearing to establish the maximum FY2026 property tax levy. The public hearing allows any resident or taxpayer to present objections to or arguments in favor of the proposed tax amount. The process continues with public meetings to review City department/division budget proposals before concluding with a final public hearing on Monday, April 28, to adopt the FY2026 Operating and Capital Budgets.   • The Dubuque Fire Department recently kicked off the process of updating its strategic plan by hosting an in-person input session with several community partners that the Fire Department works with frequently. Their thoughts and suggestions will be invaluable as DFD moves forward with generating a new strategic plan.   • The results of a feasibility study for a sports complex on Chaplain Schmitt Island were presented to the Dubuque City Council last night. The study was funded by the Dubuque Racing Association and analyzed local and regional demand for such a facility and offered possible scenarios but emphasized that any potential project would be most successful if it were a public-private partnership.   • Pi Day Discount Offered on Growing Sustainable Communities Conference Registrations Sustainable Dubuque will celebrate Pi Day on March 14 by offering a one-day 14% discount on registrations for the 2025 Growing Sustainable Communities Conference. Registration details can be found at www.cityofdubuque.org/GSCC. To activate the discount, enter the code ‘IRRATIONAL3.14’ at check out. The 2025 Growing Sustainable Communities Conference will be held April 1-2 at the Grand River Center in the Port of Dubuque. Featured speakers for the 2025 conference include: - Rozina Kanchwala, founder and executive director of Eco.Logic, an organization that uses arts, community-building, and education to inspire environmental action. - Jeremy Hoffmann, director of climate justice and impact at Groundworks USA, an award-winning environmental educator and nationally-recognized climate scientist. - Lil Milagro Henriquez, founder and executive director of the Mycelium Youth Network, which provides high-quality science, technology, engineering, arts, and math (STEAM) programming to low-income youth. In addition to keynote addresses, conference attendees can choose from over 30 sessions in five tracks: - Buildings and Energy; - Food, Health, Housing, and Greenspace; - Equity, Resiliency, and Capacity; - Solid Waste, Water, Wastewater, and Flooding; and - Transportation and Land Use. A full listing of speakers and sessions is available at www.cityofdubuque.org/GSCC Interested attendees can also sign up for one of three tours to view local sustainability projects around the Dubuque area. These tours are not included in the base conference registration and will require a small additional fee. In addition, the U.S. Green Building Council (USGBC) will host a local government summit in Dubuque prior to the conference on Monday, March 31, to deepen engagement with local governments and practitioners on a range of climate resilience, green building and sustainable development issues.   • The Dubuque City Council will hold a public hearing on Tuesday, March 25, regarding the proposed property tax levy for Fiscal Year 2026, which begins on July 1.
