The City of Vista is deeply saddened to announce the passing of Morris B. Vance, a dedicated public servant whose contributions to the community have left an indelible legacy. Mayor Vance, who served as both Vista’s City Manager and Mayor, passed away yesterday after a life devoted to improving the city he loved and the lives of its residents. ? Mayor Vance’s remarkable career spanned more than four decades, including 30 years of service to the Vista community. His leadership and vision have shaped Vista into the thriving city it is today. Mayor Vance began his public service career in 1965 as an administrative assistant for the County of Los Angeles. He subsequently took on the role of Assistant City Manager in Carson, followed by serving as City Manager for Lomita, before becoming City Manager in Vista in 1981, a position he maintained for 17 transformative years. As City Manager, he oversaw numerous projects that revitalized the city, including: ? ·?The formation of the Vista Redevelopment Agency. · Development of the Vista Business Park and Industrial Park, now home to more than 800 businesses. · Construction of key infrastructure, including the Vista Village overpass and widening of State Route 78. · Building community assets such as the Vista Library, Senior Nutrition Center, Wave Waterpark, and several fire stations. After his tenure as City Manager, Vance continued to serve Vista as its Mayor, elected in 2002 and re-elected in 2006. As Mayor, he championed significant community initiatives, including the A.S.K. Vista program, which fostered dialogue between city officials and residents. His leadership led to the successful passage of Proposition L in 2006, providing funding for critical projects like fire stations, a sports park, and renovations to the Moonlight Amphitheatre. Located just seven miles inland from the Pacific Ocean in northern San Diego County, the City of Vista has a perfect mild Mediterranean climate. Residents enjoy a wide range of year-round outdoor activities in a setting of gentle rolling hills and pleasant rural surroundings. Vista is approximately 19 square miles with a population of 98,896. The City handles sewer utilities and contracts with Vista Irrigation District for its water services. The City operates its own Fire Department and contracts with the San Diego Sheriff’s Department for law enforcement services. The City of Vista seeks an experienced and dynamic leader to oversee its Public Works Department. The Public Works Department provides diverse services to maintain a quality community. Responsibilities include caring for streets and storm drains, the sewer system, the city's fleet of vehicles and equipment, city parks and facilities, environmental protection efforts, and maintaining other critical infrastructure.
