    𝗖𝗶𝘁𝘆 𝗼𝗳 𝗦𝘁. 𝗟𝗼𝘂𝗶𝘀 𝗔𝗻𝗻𝗼𝘂𝗻𝗰𝗲𝘀 𝟮𝟬𝟮𝟰/𝟮𝟱 𝗪𝗶𝗻𝘁𝗲𝗿 𝗢𝘂𝘁𝗿𝗲𝗮𝗰𝗵 𝗣𝗹𝗮𝗻 𝘁𝗼 𝗦𝘂𝗽𝗽𝗼𝗿𝘁 𝗨𝗻𝗵𝗼𝘂𝘀𝗲𝗱 𝗡𝗲𝗶𝗴𝗵𝗯𝗼𝗿𝘀 The City of St. Louis has unveiled its 2024/25 Winter Plan to provide additional support and shelter for unhoused residents during the coldest months of the year. This year’s plan funds approximately 160 inclement weather shelter beds, supplementing the more than 800 shelter beds available year-round in our community. “My administration is committed to finding sustainable long-term solutions, but we also have a responsibility to step up our efforts in the winter, and that’s what we’re doing.”, said Mayor Tishaura O. Jones. Through collaboration between the Department of Human Services (DHS) and community partners, the City is expanding its efforts to ensure that no one is left out in the cold. 𝗞𝗲𝘆 𝗵𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗪𝗶𝗻𝘁𝗲𝗿 𝗢𝘂𝘁𝗿𝗲𝗮𝗰𝗵 𝗣𝗹𝗮𝗻: ✅ Expanded Shelter Capacity: Inclement weather beds will be activated on nights when temperatures drop below 25°F with precipitation or below 20°F without precipitation. ✅ Support for Outreach: DHS is providing sleeping cots, blankets, hats, socks, and cleaning supplies to verified pop-up shelters and outreach organizations. ✅ Collaborative Leadership: The City is working closely with the St. Louis Continuum of Care, outreach groups, and the East-West Gateway Council of Governments to build a regional approach to addressing homelessness. ✅ Holistic Solutions: Beyond winter shelters, the Jones administration is advancing sustainable, long-term solutions, such as employment programs for the unhoused and legislation to streamline the opening of shelters and transitional housing.     Empowering Fathers, Strengthening Families: How the City of St. Louis Is Using ARPA Funds to Create Opportunity The City of St. Louis is leveraging $1 million in American Rescue Plan Act (ARPA) funds to invest in a brighter future for single fathers and their families. Through a partnership between the Fathers & Families Support Center and SLATE, our city’s workforce team, an innovative new program provides single dads with the tools they need to succeed. Participants receive job training, job placement support, and a unique incentive: upon completing the program, a portion of their back child support is paid directly to their children. This initiative sets these dads on the path to steady employment and helps them rebuild and strengthen their relationships with their kids. This program is just one example of how the $498 million in ARPA funds awarded to St. Louis is making a tangible difference for families and communities still feeling the effects of the pandemic.     Celebrating Five Decades of Dedication: Cathy Smentkowski’s 50-Year Journey with the City of St. Louis In a remarkable milestone that few can claim, Cathy Smentkowski celebrates 50 years of dedicated service with the City of St. Louis. Cathy, the Public Information Officer for the Mayor’s Office, began her career in 1974 as a secretary stenographer, where shorthand was essential. Her journey started after a high school visit from the Department of Personnel led her to City Hall—a place that became her professional home. Reflecting on her years, Cathy fondly recalls her path from high school graduate to a seasoned city employee, pursuing her college degree while working full time. “Looking back, I think, how did I do that?” she marvels. “But I did, and it helped me advance in my career.” Cathy treasures her daily interactions with colleagues and the privilege of being “in the room where it happens.” For her, City Hall isn’t just a workplace; it’s a place of history, where every day’s work shapes the future of St. Louis. “I love meeting people and knowing the news before it’s in the paper,” she says with a smile. “We make history every day.” For those considering a career in public service, Cathy’s advice is simple: 𝗳𝗶𝗻𝗱 𝘆𝗼𝘂𝗿 𝗻𝗶𝗰𝗵𝗲 𝗮𝗻𝗱 𝗽𝘂𝗿𝘀𝘂𝗲 𝗶𝘁 𝘄𝗶𝘁𝗵 𝗽𝗮𝘀𝘀𝗶𝗼𝗻. “When you love what you do, it doesn’t feel like work,” she shares.
