On November 6, 2024, the City of Saint Paul passed the Wage Theft Ordinance to enhance worker protections, effective January 1, 2025. Each year, Saint Paul receives about $8 million in federal funds from the U.S. Department of Housing and Urban Development (HUD). The Consolidated Plan identifies priorities for how to use these funds to address housing, economic development, public facilities and infrastructure, and public service needs. The Consolidated Plan helps local jurisdictions assess their affordable housing and community development needs and market conditions, and make data-driven, place-based investment decisions.
