OVERVIEW Framingham was incorporated as a town on June 25, 1700. Chapter 143 of the Acts of 1949 established the Town of Framingham Representative Town Government by Limited Town Meetings. The Citizens of Framingham adopted the Home Rule Charter for the City of Framingham at an election held on April 5, 2017. The benefits of local government outlined in the Home Rule Charter affirm the values of representative democracy, strong leadership, and citizen participation. On November 7, 2017 the citizens of Framingham elected the first Mayor, City Council and School Committee, who were sworn into office on January 1, 2018. EXECUTIVE & LEGISLATIVE BRANCHES The executive and administrative powers of the municipality are solely vested in the Mayor, and may be exercised by the Mayor either personally or through several municipal agencies under the general supervision and control of the Mayor. The Mayor shall enforce the charter, the laws, the ordinances and other orders of the municipality and record all official acts of the executive branch of City government. The Mayor shall exercise general supervision and direction over all municipal agencies, unless otherwise provided by law, by the charter or by ordinance. City Council is the sole legislative body of the City, and is therefore responsible for passing all City ordinances. The City Council is made up of eleven (11) members which shall exercise the legislative powers of Framingham. Two (2) of these members are known as councilors-at-large and nine (9) members are known as district councilors.

The video marks the 200th anniversary of diplomatic relations between the United States and Brazil. Produced in collaboration with the City of Framingham, the video serves not only as a celebration but highlights the contributions of Brazilians to the economy of the City of Framingham over the last 4 decades.     As war rages in their home country, a cohort of Ukrainian officials joined us in the City of Framingham for a tour of our networked geothermal system. “We have mostly natural gas in Ukraine, except for maybe one or two private buildings that have their own separate systems. It’s still a very new technology [to us] ... but it’s very interesting,” Vasyl Novachok, deputy mayor of Khmelnytskyi, a city in western Ukraine, told Boston Globe Media.     The @City of Framingham is advertising for an office manager for its Public Health Department. The position is full time. The Office Manager performs administrative and professional duties to support the daily operations of the Framingham Public Health Department and the Board of Health (BOH). Duties are varied and require knowledge of department operations, office systems and City procedures and policies. Performs all other related work as required. Essential Functions: 1. Performs payroll and accounts payable expenses for the department. 2. Tracks and monitors budget expenditures, coordinates with account payable. 3. Assists with monitoring all BOH grants. 4. Develops and coordinates department policy. 5. In charge of online permits processing. 6. Works with City Treasurer to oversee collections of all payments, including grant funds, reimbursement and permit fees. 7. Enter purchase order, pays bills and maintains necessary balances. 8. Monitors, maintains and updates records and database information for the department. 9. Prepares and provides department financial data reports for the Director as requested. 10. Orders and tracks all department expenditures for supplies and equipment. 11. Supervises the Administrative Assistant and serves as backup. Page 2, RFP #24-132-01 12. Opens mail, answers phones, and coordinates with other departments as necessary 13. Prepares similar or related work as required. 14.
