Rebuilding Smarter for Clearwater’s Resilience On Nov. 16, the City of Clearwater hosted a community meeting to discuss the FEMA 50% Rule, an essential guideline for rebuilding after hurricanes. ?? Key Takeaways: ?? If repair costs equal or exceed 50% of a structure’s pre-damage value, it must meet FEMA floodplain standards and the Florida Building Code. ?? Compliance enhances community safety, lowers insurance costs, and ensures long-term resilience. ?? Property owners will receive determination letters outlining next steps in the Substantial Damage Estimate (SDE) process. Clearwater is committed to building back stronger, safer, and more prepared for the future.
