Nestled between the Hollywood Hills and the Verdugo Mountains in the heart of Los Angeles County, the City of Burbank covers 17.16 square miles and is part of the “Tri-Cities” area along with neighboring Glendale and Pasadena. The City is characterized by a strong sense of community and is home to 108,000 residents with a daytime population of up to 200,000. Burbank’s strong entertainment base is anchored by some of the biggest names in the business, including, among others, Walt Disney Studios, Disney Channel, Warner Bros., ABC, iHeart Radio, Nickelodeon Animation, Dick Clark Productions, and the Cartoon Network. While this City has earned its nickname as “Media Capital of the World,” other businesses and industries including manufacturing, retail, banking/finance, and hospital/medical facilities also have a notable presence here. Together, approximately 12,400 business firms and public agencies located within the City provide an average of 120,000 jobs. Burbank is a full-service Charter City with a Council-Manager form of government. Five City Council Members serve staggered, four-year terms, and each year the Mayor is chosen by the Council as the presiding officer. In addition to carrying out traditional legislative duties for this full-service municipality, the Council also serves as the governing body for the Burbank Housing Authority, Burbank Parking Authority, and Public Financing Authority.     Jose Calderon Selected as Burbank’s Chief Information Officer BURBANK, CA (March 5, 2025) – Jose Calderon has been selected as the City of Burbank’s new Chief Information Officer (CIO). In this role, Calderon will lead the city’s technology strategy, overseeing the implementation of innovative solutions to enhance efficiency across all City departments. His leadership will be key in optimizing technology resources and improving services for Burbank residents and businesses. Calderon is a seasoned government technology leader with experience in the public and private sectors. As El Segundo’s Information Technologies Services Director, he oversaw citywide IT strategy, led significant initiatives like the El Segundo Digital 311 platform, and managed critical digital operations. Previously, as IT Director for the City of Evanston, Illinois, he modernized government processes and implemented cloud-based automation. He also held leadership roles at Raytheon Technologies, directing IT resources supporting classified programs and ensuring security compliance and operational efficiency. “Jose brings a wealth of experience in technology and a strong track record of municipal government experience, innovation, and collaboration,” said Burbank City Manager Justin Hess. “He understands the importance of collaborating with staff and the community to develop smart, effective solutions that improve city operations and services.   • Police Captain Rafael Quintero Named New Police Chief of Burbank Burbank, CA (February 26, 2025) – Burbank City Manager Justin Hess announced the selection of Glendale Police Captain Rafael Quintero as the next Police Chief for the City of Burbank, effective this April. Quintero will replace outgoing Police Chief Michael Albanese, who is set to retire on February 28, 2025. In the interim, Deputy Chief Adam Cornils will oversee the department until Quintero officially steps into the role. Quintero joins Burbank from the City of Glendale, where he has been serving as a Police Captain. With more than 25 years of experience in law enforcement, he has developed extensive leadership expertise in serving a community of 200,000 residents alongside a team of 400 sworn and professional staff. His tenure in Glendale has been marked by innovative strategies to improve community safety, optimize police services, and enhance both internal and external operational efficiencies. By leveraging technology and data analytics, he spearheaded the creation of a strategic plan emphasizing rapid response times, crime reduction, and emergency preparedness. Quintero has managed large-scale community events, protests, and emergency response efforts, equipping him with the skills to navigate complex and high-pressure situations.
