Ireland has successfully expanded from its traditional agricultural roots to become a dynamic, service-oriented economy. But its economic success has a price. The country’s economic growth is devouring resources at an unprecedented rate. Its material consumption is at its highest point in five years, accompanied by increased carbon emissions. The circular economy is the solution to Ireland's growth dilemma, and the Irish government has already taken steps towards the transition. ?? Breaking news! The European Commission has adopted proposals for the Clean Industrial Deal and the Omnibus Package. What does this mean for the circular economy in Europe? Here is what you need to know?? ?? The Omnibus Package The proposal aims to ease regulatory burdens on EU companies, including changes to sustainability reporting: ?? 80% of companies will no longer be subject to the CSRD, limiting reporting obligations to the largest businesses. ??The scope of due diligence under the CSDDD will be narrowed, along with reduced liability for non-compliance. ?? The CSRD reporting deadlines will be postponed by two years (until 2028) for companies initially required to report in 2026 or 2027. ?? EU Taxonomy reporting will be mandatory for the largest companies but voluntary for others. ?? The ‘Do No Significant Harm’ (DNSH) criteria for pollution prevention will be simplified. ?? The Clean Industrial Deal The proposal accelerates the energy transition with measures to promote decarbonisation and clean tech: ?? The circular economy is recognised as key to securing critical raw materials for the energy transition. ?? A target of 24% circular materials by 2030 is set. ?? An EU Critical Raw Material Centre will be established for joint raw material procurement. ?? However, there are no measures to reduce the overall material consumption. ?? Our Take Legislation is essential for driving the circular transition, yet the EU's approach seems to be three steps forward and two steps back. While the Omnibus Package aims to boost competitiveness, it will slow the progress on the circular transition—potentially undermining the EU’s long-term global market position. The Clean Industrial Deal rightly puts circularity at the centre, but without reducing material use, there is no hope of fulfilling the EU climate pledges. Circle Economy calls for stronger circularity policies in the Clean Industrial Deal and clear incentives for companies to speed up their circular transition.
