Critical Infrastructure-ISAC (CI-ISAC International) is excited to attend The World Bank Group's Global Digital Summit 2025, commencing right now. The theme for this year's Summit, 'Digital Pathways for All,' brings together an exciting mix of government officials, thought leaders, private-sector representatives, and partner organizations. Together, we’ll explore cutting-edge digital solutions, share insights, and foster valuable discussions about the transformative work shaping the future of digital development. The in-person event is taking place at the World Bank headquarters in Washington, D.C. however the event is inclusive for all those able to dial in to join this hybrid event. Whilst digitalisation and the building of public digital infrastructure are a key focus for the Summit, CI-ISAC International's interest in this event is to ensure policy makers consider cybersecurity upfront as part of their thinking about investments in digital transformation for equitable and sustainable development. All countries need to seriously consider cybersecurity dimensions of digital economies and critical infrastructure up-front and prior to making digital investments to ensure that these investments are secured from cyber threats that have the potential to disrupt or damage the investments and the benefits that digitalisation seeks to achieve. CI-ISAC International's two-pronged mission as a not-for-profit INGO based in the Hague, is to deliver practical operational cyber threat information (CTI) capacity building to all sovereign countries and to operate a new federated data sharing model for trusted anonymous global CTI fusion among member countries. CI-ISAC's cross-sector integrated ISAC model has been tested and proven by the success of CI-ISAC Australia. A MUST READ FOR ALL CRITICAL INFRASTRUCTURE SECTORS: SS7 The telecommunications sector is arguably the backbone of most critical infrastructure in all countries, which is why CI-ISAC International is proud to share this important report on the SS7 (Signaling System No. 7) published by CI-ISAC Australia with the support of CI-ISAC International advisory board member Rowland Corr from Teichmann International (IT Solutions) AG. SS7 is of crucial relevance to cybersecurity because it underpins the global telecommunications infrastructure, enabling core functions such as call routing, SMS messaging, and roaming between mobile networks. However, SS7 was designed in an era when cybersecurity was not a primary concern, making it highly vulnerable to cyber threats. This paper on SS7 is essential reading for cybersecurity professionals from all sectors of critical infrastructure (CI) because telecommunications & especially mobile communications represent a critical dependency in most countries CI that can have direct impacts on individual citizens & organisations. It is SS7 that allows different telecom operators to interconnect and facilitates calls & SMS routing between carriers, facilities mobile roaming so users can stay connected across networks, and supports number portability that allows users to keep their numbers when switching carriers. Due to its fundamental role, any vulnerabilities in SS7 affect a vast number of mobile users worldwide. The integration of cyber threat information from telecommunications companies using SS7 is critical for cyber threat intelligence (CTI) fusion and analysis within and across all sectors of critical infrastructure. A cross-sector integrated ISAC, leveraging the CI-ISAC data sovereignty model, ensures that threat & vulnerability information from telecom operators is securely aggregated, analyzed, and shared in a way that protects national interests while fostering collaboration, locally then globally. Your leadership in strengthening cybersecurity resilience for the Australian health sector is invaluable. Equally important is your advocacy for CI-ISAC International, encouraging health leaders in other countries to reach out to us & explore how we can support them in building their own sovereign, cross-sector integrated cyber threat information sharing, aggregation & analysis communities for industry & critical infrastructure through which a country's health sector can be best defended against cyber threats in the most financially sustainable & analytically effective way. This spirit of helping others reflects the ANZAC ethos in your country & the core of the medical profession globally — in that we don’t stand by when others are in need of support or assistance. Just as herd immunity in medicine protects us all by ensuring no one is left vulnerable, cybersecurity works the same way. No country or their health sector can truly be secure in isolation. We need to ‘cyber immunize’ countries through capacity building that equips them with the tools, training, & collaboration systems they need to better defend themselves against cyber threats. When industry in each sovereign country can more effectively and efficiently fend for itself, there is potential for global collaboration that leverages the World Economic Forum's federated data sharing model for global cyber threat intelligence fusion to collectively reduce cyber risk globally. COLLABORATION IS KING IN DAVOS, 2025. Collaboration on cyber information sharing, aggregation, & analysis both within & between critical infrastructure sectors in all countries is essential if countries are to realise a financially sustainable & effective whole-of-nation cyber defence model. So it was great to see collaboration as a central concept of this year's World Economic Forum (WEF) annual meeting. In 2025 with the assistance of the international donor community, CI-ISAC International begins rolling out its cyber threat intelligence capacity building mission, supporting countries to establish and operate their own sovereign, not-for-profit, cross-sector integrated cyber threat and vulnerability information sharing and analysis centre's and communities. Doing so enables sovereign countries to independently better defend their digital economies and critical infrastructure. In the first quarter of 2025, Brazil, India, New Zealand, the Philippines, and Jordan are among the first batch of countries whose patriotic cyber citizens are volunteering to launch their own data sovereign, private sector-led CI-ISACs. Rapid adoption and operationalision is possible free of charge by CI-ISAC International, which provides 'off the shelf' governance, systems, processes, & technology that have been tested & proven by the success of the world's first fully integrated cross-sector ISAC - CI-ISAC Australia. Once local country capacity building efforts are underway, CI-ISAC International will commence operationalising the federated data sharing model developed by the WEF (published 2019) to deliver a new, more effective and proactive model of global cyber threat information fusion.
