Update!! IDNR will publish to the IDNR website a Request for Solicitations (RFS) on or after March 19, 2025. Responses are anticipated to be due in late June to early July 2025. The Illinois Department of Natural Resources (IDNR) is looking for a developer-led team to enter into a public-private partnership for the development, restoration, and operation of the Historic Hotel Florence and Hotel Florence Annex located within the Pullman State Historic Site in Chicago. IDNR will publish to the IDNR website a Request for Solicitations (RFS) on or after Feb. 15, 2025. Responses are anticipated to be due in late May to early June 2025. Passing of this bill will reduce the percentage of retention on contracts with the Illinois Capital Development Board and State Universities. This bill is crucial for advancing equitable practices within the construction industry and fostering a more inclusive business environment in Illinois. Chicago UNIDOS in Construction is dedicated to promoting fairness and opportunities for minority-owned and small businesses within our industry. We recognize that current retention practices disproportionately affect these businesses, often hindering their financial stability and growth. HB1224/SB74 addresses these issues by limiting retainage to situations where there is a specific problem with a contract, ensuring that businesses are paid promptly for the work they have completed. This legislation is not only a matter of economic justice but also a practical step towards a more robust and diverse construction industry in our state.
