At the #GlobalDPISummit24, experts explored how governments can procure and deploy DPI solutions while ensuring sovereignty, interoperability, and efficiency. The discussion emphasised the importance of open standards, reusable building blocks, and scalable digital frameworks in modernising public services. Samantha Quinter from The Centre for Digital Public Infrastructure - CDPI highlighted the DaaS approach, a rapid deployment model that enables governments to implement digital identity, payments, and data-sharing solutions in few months. #DigitalPublicInfrastructure has become a major priority for governments worldwide, with initiatives like the 50-in-5 campaign driving its adoption. But without inclusive participation, these infrastructures risk reinforcing power imbalances rather than fostering sustainable development. Maria Luciano highlights that despite its public-facing nature, high-level discussions around DPI are often dominated by funders and international organisations, If solutions are designed without meaningful engagement, they risk overlooking the realities of those they intend to serve. As #DigitalPublicInfrastructure expands, so do concerns about exclusion. While DPI has the potential to transform public service delivery, its design and implementation are key to minimizing existing inequalities. Krisstina Roa examines this challenge in her latest article, looking at initiatives like the DPI Universal Safeguards and the DPI Map, which assess inclusivity in digital identity systems and payment infrastructures. The findings highlight a critical need for transparency in how DPI is designed, implemented, and accessed. When exclusion becomes an inherent risk, inclusion must be treated as a fundamental principle rather than an optional feature. ?? At the East Africa Data Governance Conference, Caribou, in collaboration with Digital Impact Alliance (DIAL), the Centre for Digital Public Infrastructure - CDPI, and the Global Partnership for Sustainable Development Data (GPSDD), hosted a thought-provoking panel on “Governance by Design for Impact: Putting Society at the Center of Digital Public Infrastructure and Data Exchange.” Key takeaways from the discussion: ?? Preventing structural exclusion in digital systems – Inclusion must go beyond implementers to involve civil society, researchers, and communities. The success of Kenya’s open data platform showed the importance of co-creation. ?? Building trust as the foundation for data exchange – DPI governance must be embedded from the start to enhance transparency, security, and public confidence in digital systems. ?? AI and DPI must evolve together – AI innovation requires strong, inclusive DPI governance to ensure responsible data use, privacy protection, and equitable benefits. ?? The 2024 State of the Digital Public Goods Ecosystem Report by Digital Public Goods Alliance, showcases a growing and increasingly interconnected landscape. Over the past year, Digital Public Goods have gained stronger global recognition, with the Global Digital Compact highlighting their role in advancing the Sustainable Development Goals. Advocacy efforts have secured commitments to open training data for AI, reinforcing the importance of public interest in AI.
