?? Minnesota’s 100% Carbon-Free Standard: Implementation Challenges Minnesota’s new 100% carbon-free electricity standard requires utilities to reach 80% CFE by 2030 and 100% by 2040. However, current Public Utility Commission (PUC) rules allow utilities to count grid average carbon-free energy without associated renewable energy certificates (RECs). CRS has raised concerns that this approach double-counts renewable generation attributes, impacting credibility for voluntary markets and corporate buyers. Instead, we’re advocating for a residual mix methodology that ensures accurate carbon-free energy claims. Avoiding Double Counting in Clean Energy As Western states accelerate their clean energy programs, new electricity market frameworks are emerging to allocate generation and emissions to load-serving entities. But without proper coordination with existing renewable energy certificate (REC) tracking systems, these frameworks could lead to double counting of renewable energy and associated emissions—undermining the integrity of state and voluntary clean energy claims. Why it matters: ?— Double counting threatens Renewable Portfolio Standard (RPS) and other state renewable energy markets ?— It could affect other programs like California’s Low Carbon Fuel Standard and Washington’s Clean Energy Transformation Act ?— Eligibility for certain incentives, such as the 45V hydrogen tax credit, could be affected The solution: Aligning new market allocation frameworks with existing REC systems to ensure clean and renewable energy tracking remains accurate, transparent, and credible. ??
