The U.S. Navy’s goal of building a 500-ship hybrid fleet is a necessary solution to modern challenges, but it faces significant hurdles—particularly the need for a clear Concept of Operations (CONOPS) for uncrewed maritime vessels (UMVs). While advanced uncrewed vessels are already in production and ready to take on critical intelligence, surveillance, and reconnaissance missions and mine-countermeasures, Congress remains skeptical without a CONOPS detailing how these platforms will be deployed and utilized. With the fleet size at historic lows and modern threats escalating, leveraging uncrewed platforms has never been more urgent. Developing a clear and effective CONOPS is crucial, raising two critical questions: 1) How will these platforms get to the operating area where they are needed? 2) What missions will they perform once they arrive?
