How can Texas safeguard its $2.5 trillion economy against the devastating impacts of future droughts? A new report by Gabriel Collins, Baker Botts Fellow at Rice University's Baker Institute for Public Policy, and Texas 2036 reveals the vital role of strategic investments in water infrastructure. Key findings include: ?? $40 billion/year: Potential economic damage to large cities during a severe drought. ?? $15 billion/year: Agricultural and livestock losses statewide from drought impacts. ?? $2 billion/year: Revenue lost from utility system leaks alone. This research underscores the urgent need for smart, targeted investments in water to protect the economy and create a sustainable future for Texas. ???TUNE IN: Clean electricity technologies are here, and they’re affordable. So why does most of our power in the U.S. still come from fossil fuels? Rice University professor Daniel Cohan joined Baker Briefing to explain how bureaucratic bottlenecks have led to a backlog of wind, solar, and battery storage power projects that could, if built, revolutionize the grid and greatly reduce the greenhouse gas emissions that contribute to climate change and its consequences for communities and industries. ?? LNG: A Bridge to … Where? Navigating Trade, Geopolitics, Climate and Elections ?? In his chapter in Rice University's Baker Institute for Public Policy Center for Energy Studies Energy Insights 2024, "LNG: A Bridge to … Where?", Steven R. Miles explores the building confluence of risks facing the LNG industry. “The future ain’t what it used to be,” and three dominant intertwined themes will shape the market — trade and geopolitics, cumulative decarbonization regulations and taxes, and the U.S.’s LNG “Pause.” Key insights include: ?? The U.S. government may ban new LNG exports to China, regardless of who is in the White House. Steven explores the ramifications of such a possible ban. ?? The U.S. and other governments have issued a dizzying array of new climate change initiatives. Some may be reversed in a new administration, but many will likely stay in some form. Carbon Border Adjustment Mechanisms (CBAMs) in the E.U. and elsewhere will impose costs on some LNG producers. The cumulative impact of these rules, fees and taxes will affect LNG markets. ??The U.S. DOE’s “Pause” in approving new LNG export applications will disappear under a new administration (whether Republican or Democratic), but to some extent the damage is already done. The aura of security of supply from U.S. exporters has been breached by a combination of factors, including the perceived ambivalence (or worse) by the government towards LNG.
