Today, Institute for Free Speech President David Keating testified before the Kansas Senate Committee on Local Government, Transparency and Ethics regarding SB 286. Kansas currently scores just 55% in the Institute's Free Speech Index regarding state lobbying laws. David's testimony highlighted how even modest changes could align Kansas with federal law and significantly strengthen First Amendment rights in the Sunflower State. The current Kansas law's vague language potentially chills free speech and petition rights by regulating casual conversations, social media posts, and grassroots advocacy. SB 286 proposes definitions that track federal lobbying law while protecting essential grassroots activity - a cornerstone of American democracy. Our many successes in these areas have served to expand free speech protections for individuals and organizations. We are the nation’s largest organization dedicated solely to protecting First Amendment political speech rights.
