"Effective implementation of the AI Act requires coordination at the EU level" (Recital 148) ???? The AI Office will develop EU expertise and facilitate the implementation of the AI Act ???? ?The Board should be responsible for issuing opinions, contributing to guidance on matters related to the implementation of the AI Act, and providing advice on specific questions related to AI.? ???? The Clinics are intensive, interdisciplinary, semester-long courses established to train future AI policy leaders.?The deadline is June 15, 2025. ?? AI POLICY CLINIC - INTRODUCTORY COURSE Learning Objectives ?? Develop analytic skills for AI policy ?? Develop team-based collaborative research and writing expertise ?? Identify Significant AI policy news ?? Identify AI Policy comment opportunities ("Public Voice") ?? Identify significant AI policy events ?? Undertake empirical research on national AI policies and practices ?? Assess AI policy instruments Evaluation ?? Active participation in sessions ?? AI policy research and analysis ?? Speaking at UN, CAIDP President Merve Hickok Addresses Technology-Facilitated Gender-Based Violence Speaking at the United Nations Commission on the Status of Women in New York City, CAIDP President Merve Hickok explained how AI is being used for technology-facilitated gender-based violence. ???? Women and young girls are the main targets of these malicious activities, with little accountability from technology companies or liability and oversight measures from the governments. ?? In a recent statement to the UN Human Rights Council, the Center for AI and Digital Policy urged action to enhance AI safety and accountability in social media and prioritize the protection of girls from the dual risks as children and targets of gender-based violence ??? Hickok called for the establishment of a Special Rapporteur on AI and Human Rights, who would have the necessary focus, agility, mandate and competency to examine and report on all the ways AI can be used to undermine human rights. Such a rapporteur would also work with other special rapporteurs as AI cuts across all of their mandates. ? In the same panel, CAIDP alumni Elena Estavillo (from Centro-i para la Sociedad del Futuro) highlighted the impact of systemic power imbalances and market concentration on AI governance measures. CAIDP Supports AB 316, California Bill to Preserve Liability for AI Services The California chapter of the Center for AI and Digital Policy has offered support for AB 316, a bill introduced by Maggy Krell that will ensure a person who developed or used an AI that caused harm may not claim that the AI is responsible. ???? As CAIDP explained, "AB 316 does not impose or define liability for developers, deployers or users; rather, it simply precludes raising the autonomous functioning of an AI system as a defense to civil liability actions." 1?? AB 316 codifies what should be obvious: persons who profit from AI cannot point the finger at the AI they developed to escape liability. 2?? Precluding AI autonomy as a defense is essential to ensuring service accountability, particularly when companies already impose severe limits in their Terms of Service. 3?? Precluding an autonomous defense upstream will be essential in establishing safeguards against a full spectrum of potential harms. 4?? AB 316 will promote public safety for AI products and services, ensuring that liability claims do not end up in an AI black hole. Evelina Ayrapetyan Adrianna Tan Christabel R. The Center for AI and Digital Policy launched the California affiliate - CAIDP CAL - in 2024 to focus on AI legislation within the state. CAIDP CAL has testified before the California Consumer Protection Agency and the California Civil Rights Council regarding Automated Decision Making Technology and advocated for the passage of AB 2013, the Data Transparency Act. CAIDP CAL has provided guidance to California lawmakers on federal AI policy, collaborating with AI Caucus Vice Chair Don Beyer (D-VA) and Co-Chair Anna Eshoo (D-CA) on the AI Foundation Model Transparency Act.

The Center for AI and Digital Policy (CAIDP) has provided formal recommendations to the?Government of Lesotho?on the?Second Draft of the National AI Policy and Implementation Plan. Our recommendations emphasize responsible AI governance, fundamental rights protections, and ethical AI deployment. ???Key CAIDP Recommendations: ?? ?Establish Clear Red Lines for AI Systems Violating Human Rights: Lesotho must prohibit high-risk AI applications, including?social scoring, biometric categorization, mass surveillance, emotion recognition, and predictive policing.?Aligning with the?AU Continental AI Strategy and UNESCO AI Ethics Recommendations?is critical to upholding rights and dignity. ???Adopt UNESCO AI Ethics Assessment Tools: Implementing?Readiness Assessment Methodology (RAM)?and?Ethical Impact Assessments (EIA)?will support responsible AI adoption, ensuring fairness, transparency, and accountability. ?? The report follows a widespread discussion over AI Safety legislation in California. Key Findings: ???? AI capabilities are advancing rapidly ???? Risks to society, including loss of control over AI systems, are increasing ???? "Without proper safeguards, however, powerful AI could induce severe and, in some cases, potentially irreversible harms." ???? "Sophisticated AI systems, when sufficiently capable, may develop deceptive behaviors to achieve their objectives, including circumventing oversight mechanisms designed to ensure their safety." ???? According to the International Scientific Report on AI, policymakers face an “evidence dilemma” given the rapid pace of technological progress ???? "Transparency into pre-deployment assessments of capabilities and risks, spanning both developer-conducted and externally-conducted evaluations, is vital . . ." Principles 1a. AI breakthroughs could produce transformative benefits 1b. Forsight is necessary to optimize benefits 1c. Safeguards are necessary to prevent irreparable harm 2. Ground AI Policy in Evidence 3. CAIDP Urges Global Commission on AI in the Military to Establish Red Lines for AI Systems In advance of the meeting of the Global Commission on Responsible AI in the Military Domain ("GC-REAIM"), the Center for AI and Digital Policy set out several recommendations for the proposed Action Plan. The Action Plan aims to establish governance mechanisms for the responsible design, development, and use of AI in the military domain. CAIDP urged the Commission to act. "We stand at a pivotal moment, one that offers a prime opportunity to address the ethical, legal, and security challenges posed by the growing autonomy of AI applications in the military.” ???? CAIDP set out several recommendations for the Action Plan: ?? Establish clear red lines and a ban on non-compliant AI Systems ? Impose a moratorium on AI targeting systems and LAWs ?
