Recently, CASA of Marion County was impacted by the elimination of $1.7 million in federal funding that was allocated last year for CASA programs across Oregon. This reduction means we will not be receiving $85,000 to serve more children in foster care. While this reduction presents challenges to our program, CASA is fully committed to continuing our mission of providing best-interest advocacy for children in foster care. Two bills currently before the Oregon State Legislature, HB 5002 and HB 3196, have the potential to provide financial stability for CASA programs across the state, including ours. Our mission is to provide every child in need with trained volunteer advocates to ensure their safety.

We train and supervise volunteers to serve as Court Appointed Special Advocates for abused and neglected children who are in foster care. Through our volunteers, CASA advocates for the educational, health, and safety needs of children in care. Our vision is to provide a CASA for every child. In order for CASA to fully accomplish its mission, our volunteers, staff and board will be cognizant of and sensitive to each child’s/family’s frame of reference, including their heritage, culture, ethnicity, religion, gender identity, socio-economic status, place of birth, disabilities, and/or family structure. Volunteers will be able to sensitively communicate with the child and their family and in turn appropriately communicate the child’s needs to the court while considering diversity, equity, and inclusion for each case. CASA will strive to achieve a volunteer base, staff, and board of directors that reflects the diversity of children in the judicial and child welfare systems as well as its community. Volunteer service will be made accessible to all individuals regardless of gender identity, age (must be 21), ethnicity, socio-economic situation, or disability. Cultural awareness and competency is an integral component of all training for board, staff, and volunteers. Marion County is a diverse county with rural and urban areas.

Join us Friday, April 4th to Paint the Town Blue! In recognition of Child Abuse Prevention Month, CASA is proud to join our community in a car parade and community gathering. This is free and open to the public. Arrive at the Oregon State Fairgrounds Pavillion Parking Area (entrance on Sunnyview Rd) at 7:30 am to decorate. Parade leaves by 8:15 am and ends at the Salem Police Department! We have car paint and pinwheels. Parade participants are encouraged to park their cars near SPD and join us for the Child Abuse Prevention Community Gathering at 9:00 AM - 9:30 AM inside the Salem Police Department Community Room. Leaders from community partners such as Vanessa A. Nordyke of CASA of Marion County and more will give brief remarks about their respective roles in preventing child abuse. The Community Gathering has a maximum capacity of 70 people; space is limited to first come, first serve.

Yesterday, our Executive Director, Vanessa Nordyke, represented Oregon CASA Network in testifying before the House Judiciary Committee in support of CASA funding. There are thousands of children in foster care statewide. Every single one of them deserves a safe place to call home. The Oregon CASA Network is our statewide coalition of fearless advocates for foster youth. House Bill 3196, if passed as amended, would provide $3 million in statewide funding to CASA programs to provide direct services to foster youth. This funding would help immensely, however, the biennial (two-year) cost of providing a CASA to every Oregon foster child is $20 million. The work continues.
