Announcing Ipsita Smolinski and Misti Ushio's paper that lays a pathway to turbocharge investment in women's health. -------------- Digitalis Commons Research and Capitol Street Release Joint Report Identifying Policy and Investment Opportunities in Women’s Health—and A Path Forward Washington, D.C.?— In a?new collaboration, Misti Ushio, PhD, Managing Partner at Digitalis Ventures, and Ipsita Smolinski, MBA & MPH, Managing Director at Capitol Street, have co-authored a paper that brings fresh urgency and clarity to one of the most underfunded and overlooked sectors in healthcare: women’s health. The paper explores how both?policy design?and?investment frameworks?have contributed to historical underinvestment—and offers actionable strategies to change course. Even though women make up more than half the population, women's health continues to be marginalized in both public policy and capital markets. The paper identifies persistent barriers, such as fragmented regulatory oversight, insufficient data collection, and unclear reimbursement pathways, that make capital allocation in women’s health less attractive to investors. At the same time, the authors spotlight?existing policy tools and federal initiatives—including NIH funding structures, CMS reimbursement models, and FDA regulatory modernization—that, if re-focused on women’s health, could catalyze both innovation and investment. “We need to reframe women’s health as both a healthcare economic imperative and a compelling investment category,” said Ipsita Smolinski. “There are also simple policy changes we can adopt that could make a real difference in health outcomes.” “This is not just about unlocking capital—it is about designing policy that creates the right conditions for long-term change,” said Misti Ushio. “Our research shows that coordinated policy can create the clarity investors need to engage meaningfully in women’s health innovation.” This joint effort between Digitalis Research, a member of the Digitalis Group, an applied research organization building new ideas at the intersection of health and technology which includes Digitalis Ventures and Digitalis Commons; and?Capitol Street, a premier healthcare policy consultancy based in Washington, DC, is part of a broader push to align capital markets with public health goals.
