As National Hospice and Palliative Care Month comes to a close, CannabizMD and Tea Pad wanted to take a moment to recognize the Care Heroes who dedicate themselves to improving the lives of those facing terminal or serious illnesses.?? ??In 2016, the National Hospice and Palliative Care Organization (NHPCO) published “Cannabis Use in Palliative Care: History, Legality, and Implications for Practice” in their Palliative Care Resource Series. ????Its summary states that medicinal cannabis use “in Palliative Care and Hospice is evident in treating patients with cancer, neurodegenerative diseases, inflammatory diseases, end-of-life angst, uncontrolled seizures and HIV cachexia. All physicians and especially palliative care physicians and ARNPs need a basic understanding of the history, legality, pharmacokinetics, cannabis products, dosage and administration, and side effects including contraindications. This hopefully will serve as a primer and resource for further study.” ??We wholeheartedly agree with NHPCO’s assessment and hope the FDA approves more studies and clinical trials for medicinal cannabis. ??Grief and end-of-life care go hand-in-hand. In a rare move, the FDA has approved a study on the benefits of smoking cannabis (marijuana) rather than its harms. As The New York Times reports, the new marijuana study, led by Suzanne Sisley MD and funded by a?$12.9 million grant from Michigan's Veteran Marijuana Research Grant Program, which uses state revenue from legal cannabis taxes, will rely on commercially available marijuana from Canada that has a high level of THC, the psychoactive component of the plant. Researchers intend to enroll some 320 military veterans, a much larger sample than that of an earlier study using government-sanctioned marijuana. I shared last week that, unlike other consumption/delivery methods that require digestion, such as edibles or oils, which can take 30-90 minutes to take effect, vaporized or smoked flower provides near-immediate symptom management—a crucial benefit for patients experiencing anxiety attacks, sudden nausea, and more. This quick-acting nature of flower enables patients to achieve faster relief when they need it most. Suicide among Veterans is a public health crisis, and cannabis is a viable method to manage PTSD symptoms. While on a panel together, U.S. Marine Corps Veteran?Rick Glass?shared a powerful personal PTSD episode of his and how quickly getting to "hit" his vape pen immediately ameliorated his symptoms. What took his brain back to the war zone? A car backfiring in the parking lot of the cannabis dispensary where he was working. I am curious why Canadian cannabis is being used for the study. The issue with cannabis research for a very long time is that the cannabis used for research was authorized only to come from the University of Mississippi, where it was famously moldy, poor quality, and nothing like what's sold legally in U.S. cannabis dispensaries. Jessica Gonzalez (D), submitted HB 1208 for the 2025 legislative session that begins in January. The bill seeks to legalize, regulate, and tax adult use cannabis in the state of Texas. ??The measure would allow adults 21 and older to possess up to 2.5 ounces of cannabis and up to 15 grams of cannabis concentrates. The Texas Department of Licensing and Regulation would regulate the industry per the measure, and retail cannabis products would be taxed at 10%. ??Currently Texas law has a medical cannabis program that only allows for low-THC oil (up to 1%). ??While adult use remains illegal in the state, many local initiatives to decriminalize cannabis have passed, including Proposition R in Dallas earlier this month and the cities of Lockhart and Bastrop. ??Happy Veterans Day! ???According to the U.S. Department of Veterans Affairs, veteran participation in state cannabis programs does not affect eligibility for VA care and services. The VA says that their providers can and do discuss cannabis use with Veterans as part of comprehensive care planning. ??Some things the VA wants Veterans to know: ??Veterans won't be denied VA benefits due to cannabis use. ??VA clinicians may not recommend medical cannabis. ??VA pharmacies may not fill prescriptions for medical cannabis. ??VA will not pay for medical cannabis prescriptions from any source. ??Veterans are encouraged to discuss cannabis use with their VA providers. ??VA health care providers will record cannabis use in the Veteran's VA medical record in order to have the information available in treatment planning. As with all clinical information, this is part of the confidential medical record and protected under patient privacy and confidentiality laws and regulations. ??VA clinicians may only prescribe medications that have been approved by the U.S. Food and Drug Administration (FDA) for medical use. ??VA clinicians may not complete paperwork/forms required for Veteran patients to participate in state-approved cannabis programs. ??VA scientists may conduct research on cannabis benefits and risks, and potential for abuse, under regulatory approval. ??The use or possession of cannabis is prohibited at all VA medical centers, locations and grounds. Voters in Arkansas were set to decide on Issue 3, a medical cannabis expansion initiative on November 5th. However, the Arkansas Supreme Court disqualified the initiative the same day early voting began in the state. Though the measure remained printed on the ballots, votes cast were not counted per the Supreme Court’s decision. Medical cannabis is already legal in Arkansas, approved by voters in 2016. The 2024 amendment would have expanded who could become a certifying provider, expanded qualifying conditions, and made medical cannabis cards valid for three years. The Arkansas Supreme Court said the title of the ballot, the "Medical Marijuana Amendment of 2024" is "deceptive and misleading". The group behind Issue 3, Arkansans for Patient Access (APA), released the following statement: “We are deeply disappointed in the Court's decision. It seems politics has triumphed over legal precedent. The medical marijuana program is strongly supported by the people, evidently not so much by the politicians. More than 150,000 Arkansans hailing from all seventy-five counties signed petitions asking for an opportunity to vote on the Medical Marijuana Amendment of 2024. Today, the politicians ignored their requests. This is a setback for the growth and improvement of our existing program, but it will not be the last attempt to ease the barriers Arkansas’s medical patients encounter. We will continue our fight to eliminate hurdles to access and lower costs. Patients across Arkansas have made it clear they want to build on the existing foundation; unfortunately, the anti-marijuana politicians have ignored their call.
