The Cannabis Regulators Association (CANNRA) is happy to be part of this important research happening at the University of North Carolina to study how consumers respond to warning labels and what warnings are effective in educating consumers about potential risks and considerations of different cannabis products. We will be helping the research team by providing policy data from states, connecting researchers with regulators to learn more about current statues and rules, and assisting in the interpretation and dissemination of findings. The Cannabis Regulators Association (CANNRA) is a national organization of cannabis regulators that provides policy makers and regulatory agencies with the resources to make informed decisions when considering whether and how to legalize and regulate cannabis. CANNRA is not a cannabis advocacy group and takes no formal position for or against cannabis legalization, but rather seeks to provide government jurisdictions with unbiased information to help make informed decisions when considering whether or how to legalize or expand regulated cannabis. Our mission is to identify and share best practices that safeguard public health and safety and promote regulatory certainty for industry participants. We strive to create and promote harmony and, where possible, standardization across jurisdictions that legalize and regulate cannabis. From product standards, laboratory testing, and industry advertising, to market architecture, license structure, and programs to foster social and economic justice; we help stakeholders find objective data and evidence-based approaches to policymaking and implementation. CANNRA also works to ensure federal officials benefit from the vast experiences of states across the nation to ensure any changes to federal law adequately address states’ needs and priorities.

CANNRA submitted a comment today on the proposed federal rule rescheduling marijuana (Docket No. DEA-1362) today. The comment does not take a position on rescheduling, but rather focuses on implementation of the proposed federal rescheduling in U.S. states and territories. The comment calls for additional federal guidance in six areas to support state and territorial regulators in being able to implement the policy:? 1.?Guidance is needed on how federal priorities, including enforcement priorities, will change under the proposed rescheduling.? 2.?Guidance is needed on how federal agencies will engage with states and territories under the proposed rescheduling.? 3.?Guidance is needed on how state governments can interact with each other under the proposed rescheduling.? 4.?Guidance is needed on how research processes and protocols will change under the proposed rescheduling.? 5.?Guidance is needed on how to regulate cannabinoids that appear in two different places on the schedule due to the federal legalization of hemp.? 6.?Guidance is needed on how the proposed rescheduling will impact banking and finance directives and policies. Guidance in these six areas is vital to the successful implementation of the final rule on rescheduling. Without it, state and territorial government agencies will be left to guess and hypothesize about federal-state dynamics and the potential impacts on state-regulated programs, the state populations affected by those programs, and the states in which those programs operate.
