Annie is an Environmental Planner II at Camas, specializing in hydropower regulatory compliance, complex NEPA document development, and multifaceted public consultation processes. She frequently supports FERC and NEPA regulatory documents, including Pre-Application Documents, Initial Consultation Documents, and environmental impact statements. Annie also brings experience in collaborating with agencies across a range of NEPA projects, including oil and gas, land management, and hydropower. She excels in managing and planning project meetings and timelines, often taking on roles as both a background coordinator and an active facilitator. As a resident of Salt Lake City, Annie has extensive knowledge of the resources and generation projects in the Wasatch Front and surrounding areas, enabling her to provide valuable insight on local environmental and regulatory considerations. In her free time, Annie enjoys running trail ultra-races, reading memoirs, and exploring the Wasatch Mountains with her dog, Scout.

The Camas staff recently took a field trip to visit the Lower Klamath Dam Removal project to witness the restoration of the free-flowing river. During the visit, the team explored the sites of the former Iron Gate and Copco I dams, and marveled at the stunning valleys left behind by the reservoirs. Matt Robart, the project manager, served as an excellent guide, providing insight into the scale and significance of the restoration efforts. The team even spotted several salmon in Fall Creek, making their way upstream. It was a fantastic day of team building, immersing ourselves in the natural beauty of Northern California, with the majestic Klamath River as a constant backdrop. As we reflect on this experience, we also want to take a moment to wish everyone a very Happy Holidays from all of us at Camas. We're grateful for the opportunity to work together and be part of such impactful projects.

The removal of Ela Dam promises to restore a free-flowing aquatic habitat from the eastern slope of the Great Smoky Mountains National Park to Fontana Lake on the Little Tennessee River. Last week, the Federal Energy Regulatory Commission (FERC) issued its Final Environmental Assessment for the license surrender of the Bryson Hydroelectric Project (Ela Dam) in Swain County, North Carolina—an important milestone on the path to restoring the Oconaluftee River. Once the FERC License Surrender Order takes effect, ownership of Ela Dam will transfer to Mainspring Conservation Trust, who, in partnership with Camas as the regulatory subconsultant and McMillen as the prime contractor, will oversee the dam’s removal and ecological restoration. Eliminating this barrier will physically and symbolically reunite the Eastern Band of Cherokee Indians with ancestral waters downstream, allowing culturally significant species like the sicklefin redhorse to recolonize stream sections within the Qualla Boundary. Beyond supporting the sicklefin redhorse, this project will provide critical habitat benefits for a federally endangered mussel, a salamander currently listed as a candidate under the Endangered Species Act (ESA), and seven North Carolina species of conservation concern. This effort marks a significant step toward ecological restoration, cultural reconnection, and species recovery in this vital watershed. There’s something truly incredible about seeing salmon return to their historical spawning grounds in the Klamath River watershed, reclaiming the waters where they thrive best. Nuria is an Environmental Planner V, with over 13 years of environmental compliance, hydropower licensing, and project management experience.?? She has experience with nationwide hydropower projects ranging from micro-turbine installations to pumped storage development for original licenses, relicensing?and decommissioning alongside private utilities, developers, public utility districts, and municipal governments. Nuria is conversant and strategic in managing multi-year efforts involving agency and Tribal review, technical studies, and long-term mitigation for clients such as PacifiCorp, rPlus Hydro, Portland General Electric, Xcel Energy, Seattle City Light, Moon Lake Electric Association, and Southern California Edison.? Nuria understands the need for facilities that can integrate with variable resources and provide storage bandwidth. She is skilled in client management, navigating the FERC public participation process, developing and managing environmental compliance programs and documents, and advising clients on opportunities and barriers throughout complex processes.? Nuria is an independent reviewer for the Low Impact Hydropower Institute (LIHI), and Vice Chair of the National Hydropower Association’s (NHA) Regulatory Affairs committee from 2022 to 2024. From 2020 to 2022, she was the Vice Chair of NHA’s Future Leaders of Waterpower committee.?
