Quietly, but significantly, Export-Import Bank of the United States has launched a new financing capability under its Supply Chain Resilience Initiative (SCRI)—and it could unlock billions in financing for the global mining industry. Historically, accessing EXIM financing required projects to source enough U.S. goods and services to meet the agency’s eligibility threshold. But with SCRI, that threshold can now be met through offtake agreements with U.S. manufacturing facilities—even if the processing happens in a third-party country. The key parameter is that SCRI can help finance the % of capex equal to the % of offtake going to the United States. Why does this matter? For mining companies with end product uses in industries like semiconductors, EVs, battery manufacturing, grid storage, and energy generation, this presents a huge new opportunity to tap into EXIM’s loan capacity - even if you are not in the US. Key changes under SCRI: ? Global mining projects can now qualify for EXIM financing through U.S. offtake agreements. ? Beyond DOE & DOD limitations: While DOE-backed projects must be U.S.-based and DOD-backed projects are limited to the U.S., Canada, and Australia, SCRI extends financing possibilities globally. ? Aligns U.S. EXIM with other global Export Credit Agencies (ECAs), such as those in Japan, Korea, Germany, Finland, and the UK—creating a more competitive financing landscape. For those in the mining, energy, and critical materials sectors, this could be a catalyst for unlocking financing and strengthening supply chains outside of China. ??
