In 1989, former President George H.W. Bush established the President’s Drug Advisory Council (PDAC) to aid and advise national drug control policy. One of its key initiatives aimed to reduce overall drug use by 10%, a goal that led to remarkable results. Within three years, cocaine use declined by 22% nationwide and 63% among youth, demonstrating the power of strategic, community-driven prevention. This success laid the foundation for a lasting solution. Recognizing the need for a dedicated organization to combat substance use, the Community Anti-Drug Coalitions of America (CADCA) was founded. While the challenges have evolved, our commitment remains the same: building safer, healthier, and stronger communities everywhere. #CADCAHistory #HistoricHighlights

CADCA has officially been approved as a registered civil society organization within the Organization of American States (OAS). This recognition enables us to participate in international drug policy discussions and collaborate with member states on substance use prevention initiatives. As part of the OAS’s Inter-American Drug Abuse Control Commission, CADCA will contribute to regional efforts in prevention, treatment, and recovery.
