NEW: If you’ve been to your local pharmacy lately, there’s a chance that something you bought was produced with active ingredients that can be traced to #XUAR — and that it was manufactured using #Uyghur #forcedlabor. In Side Effects, we look at the human rights implications of those global pharmaceutical supply chain ties to the region. #China is the largest active pharmaceutical ingredient producer — and the second-largest pharmaceutical market — in the world. And many of the companies responsible for creating and maintaining that market rely on manufacturing bases in XUAR, a hotspot for human rights abuses and a key hub for several of China’s largest pharmaceutical companies (like Sinopharm, Xinjiang Dejuan Bioengineering, and Xinjiang Nuziline Bio-Pharmaceutical). In fact, 76 different pharmaceutical products exported from China are *only* produced in XUAR, including some over-the-counter pain relievers. For global supply chains, this means clear risk of exposure to forced labor. Still, several key global bodies continue to register and source from these XUAR-linked companies — including the FDA and USAID, as well as Japan’s Pharmaceuticals and Medical Devices Agency. As the global community continues to coalesce around forced labor legislation, it’s our hope that policymakers and private-sector actors alike can use the insights found in this report to bolster sanctions, derisk supply chains, and improve due diligence systems. ??FFA Regional MCS Data Analysis training journey begins This week we are pleased to deliver Phase 1 of the FFA Regional Monitoring Control and Surveillance Strategy (RMCSS) Data Analysis Training at the University of the South Pacific in Suva, Fiji. The training programme is part of a regional initiative to support capability development at the national and regional level to support effective MCS activities and enforcement response. Participants from 9?? FFA Members (Australia, Cook Islands, Fiji, New Zealand, Samoa, Tokelau, Tonga, Tuvalu and Vanuatu) and recognised technology and MCS partners have come together to develop their skills and strategies in the fight against illegal, unreported, and unregulated (IUU) fishing. ?? FFA Director of Fisheries Operations Allan Rahari remarked at the opening of the training on Monday: “The FFA RMCSS Data Analysis Training initiative aims to support capability development at the national level to support effective MCS activities and enforcement response. “This first phase is a start of an ongoing program the FFA Secretariat has prioritised under the RMCSS 2024-29. Reflecting on the theme, using technology as an enabler to have accurate information on all catch, effort, and vessel fishing activity, as well as access to relevant tools from our partners and skills necessary to implement effective, intelligence-driven MCS.” ?? The training focuses on: ? Using the FFA MCS Data Analysis Guideline to direct MCS responses and support enforcement actions. ? Leveraging cutting-edge Maritime Domain Awareness (MDA) tools for risk assessment and intelligence-led operations. ? Strengthening collaboration through practical exercises and knowledge-sharing sessions between the Secretariat, Members and Partners. ?? Themed “Technology as an enabler to compile data analysis for compliance assessment and identification of IUU fishing activities and Maritime Domain Awareness,” the training empowers FFA Members to maximise the use of data for effective fisheries management. ?? CRDF Global partnered with C4ADS and AmCham Tunisia on a sanctions compliance workshop to aid aviation and maritime industry stakeholders in navigating complex Russia sanctions risks on November 5, 2024 in Tunis, Tunisia. The workshop was an opportunity for legal experts and the compliance community in Tunis to share challenges and tips for conducting due diligence on clients who are part of complex supply chains. The agenda included sessions on foundations of U.S. sanctions frameworks which prevent entities linked to the Russian defense sector access to resources required to sustain its warfare capabilities in Ukraine. Experts offered practical guidance on how secondary sanctions were applied to Tunisian entities, and the latest updates on sanctioned Tunisian companies. The workshop was led by Amanda S. and Gianna Compagno of C4ADS; was organized by Marta Kosmyna from CRDF Global; and included speakers from the U.S. Department of State's Office of Cooperative Threat Reduction and the U.S. Embassy Tunis This programing built on previous trainings to strengthen compliance within the maritime sector of Tunisia in May of 2024 and contributed to CRDF Global’s ongoing work to build resilience amongst the business community working in sensitive sectors to secure international trade networks from exploitation by sanctioned actors through counter-proliferation trainings, specialized briefings, and timely research.
