Led the development of the technical requirements, as well as the safety, security, and maintenance concepts, ensuring operational and financial viability. ? High-Speed 1 (UK) (Booz Allen Hamilton / LeighFisher) – Led operations, maintenance, and renewals cost benchmarking to evaluate cost efficiency and define track access charges. His insights helped identify cost optimization opportunities of up to 20%. Rail P3 Structuring & Risk Management (Booz Allen Hamilton / LeighFisher) – Advised governments, regulatory authorities, and private sector stakeholders on the structuring and risk allocation of PPP financing models for high-speed rail and broader infrastructure projects. Funding & Regulatory Advisory (Booz Allen Hamilton / LeighFisher) – Extensive experience working with transport agencies, operators, and lenders to assess financial and operational risks associated with high-speed rail P3projects, ensuring successful transitions from project delivery to long-term operational efficiency. ? BuildIT Advocates for Procurement Process Reform in City/County of San Francisco ? One of BuildIT’s hallmark programs and services is advocating for LGBT/Allied businesses within the pubic and private contracting processes. In this capacity we are honored to support the President of the San Francisco Board of Supervisors, Rafael Mandelman, in his efforts to streamline San Francisco’s burdensome procurement process. Even from an executive briefing perspective there are eight very substantial steps in San Francisco’s RFP/RFQ process, and, these eight steps are required whether the contract is $5 or $500M in value. ? While maintaining the highest levels of integrity, San Francisco’s procurement process needs to change and we are supportive of President Mandelman’s approach to reforming the process for those contracts of $230K or below, which would include agencies/departments such as San Francisco International Airport, San Francisco Public Utilities Commission, the Port of San Francisco and the City’s Department of Public Works.?Less burdensome paperwork will lead to an increased level of participation by bidders (especially small businesses) which should deliver more competitive pricing. ? BuildIT joins with LA Community College District (https://www.laccd.edu/) to build capacity for contractors! ? The Los Angeles Community College District's (LACCD) Small Contractor Program is preparing for another cohort for their Boot Camp which is a four-session program explicitly designed for small contractors to improve their competitive bidding capacity. Through a comprehensive curriculum small contractors will learn more about the pre-qualification process for the BuildLACCD Program's Pre-Qualified Service Provider (PQSP) bench which targets projects/contracting opportunities ranging from $25K - $5M. ? The four-session Boot Camp (held via Zoom and in-person sessions) will run on April 8 and 10, from 5:30 pm to 8:00 pm, April 15, from 5:30 pm to 8:00 pm, and April 17, from 5:00 pm to 7:30 pm and it is FREE! ? The Boot Camp is part of LACCD’s $15.04 billion building program which seeks to modernize and renovate projects throughout its nine colleges. The Board of Trustees established a 30% Local, Small, Emerging, and Disabled Veteran (LSEDV) participation goal for all BuildLACCD contracts. ? The Boot Camp announcement comes on the heels of the announcement that Leigh Sata, Ed.D., AIA was selected to be the new Vice Chancellor and Chief Facilities Executive for the Los Angeles Community College District (LACCD).?Dr. Sata has expertise in campus development, strategic planning, and facilities management.?He was previously the Vice President of Operations and Capital Projects at California College of the Arts.?Dr. Sata has an Ed.D. in Education from the University of Southern California and a Bachelor of Arts in Architecture from the University of California, Berkeley.? ?
