The Building Innovation Hub (Hub) helps building industry professionals in and around Washington, DC create and operate high-performing buildings. It is a project of the Institute for Market Transformation (IMT), a nationally recognized nonprofit organization that specializes in driving demand for high-performing buildings. The Hub connects professionals and provides information and education. The goal of the Hub is to meet the current needs of the building industry while simultaneously pushing it towards the innovative solutions that we will need to build and operate high-performing buildings. We provide resources and connections to help building owners, operators, designers, contractors, and tenants improve their buildings. We highlight market leaders, educate decision-makers on rising trends, assist in making critical connections, clarify regulatory requirements—such as those from the Building Energy Performance Standards and the new local building codes—and break down barriers to making building improvements with sustained impact. Through this work, we help ensure the District remains a highly competitive market and a leader in sustainable and equitable building practices.

    ? BEPS Amendments Under DC Council Review ? On October 31, the DC Council’s Committee on Transportation and the Environment reviewed technical amendments to the Building Energy Performance Standards (BEPS) under B25-0801: Building Energy Performance Standards Amendment Act of 2024. These proposed changes, based on public testimony and BEPS Task Force recommendations, include: ? Shifting BEPS Cycle Dates: The second BEPS cycle will begin January 1, 2028, and the third on January 1, 2034, allowing time for evaluation before the next cycle. ?? Benchmark Reporting Delay: Benchmark reporting for buildings over 10,000 sq. ft. is now set to start January 1, 2025 (previously January 1, 2024). ??? Vacancy & Financial Distress Exemption: A whole-cycle exemption for vacant buildings or those in financial distress. ?? Reporting Deadline Change: The benchmarking reporting deadline will be moved from April 1 to May 1 each year, with third-party verification required every 6 years (instead of every 3). ?? Third-Party Verification Report: DOEE to submit a report to the Council by April 1, 2025, analyzing third-party verification effectiveness. ?? Alternative Compliance Payments: Replacing "penalties" with "payments", allowing costs to be passed on to commercial tenants (depending on lease terms). ?? New Trajectory Pathway: A building-specific performance trajectory pathway starting in the second compliance cycle, beginning January 1, 2028. ??? Stormwater Exemption: Mechanical and electrical upgrades made to comply with BEPS will be exempt from stormwater regulations. The full DC Council vote on these amendments is expected by the end of this year. We’re excited to share that you can now follow the Extended Deep Energy Retrofits (EDER) Alternative Compliance Pathway (ACP) for the Building Energy Performance Standard (BEPS)! Unlike the Performance and Standard Target pathways, the EDER ACP is specifically designed for buildings that aim to implement deeper retrofits targeting higher energy savings over several cycles. This new pathway offers more flexibility and additional time to plan for substantial upgrades, addressing the unique challenges of condo and co-op building typologies and ownership structures. ?? This year we've partnered with communities, governments, and organizations to create scalable solutions for a more sustainable future and support a just transition towards progress. Our accomplishments to reduce energy costs and lower carbon emissions are a testament to what we can do when we build strong relationships at the intersections of business, government and communities. Here are some key highlights from 2024: - ?? We supported state and local applications for $1bi in federal funding - ?? We provided technical assistance to over 50 state and local governments in 2024 - ?? We are working with over 100 partners across all projects - ?? We made an average grant of $100,000 to community-based organizations in 2024 - ??? We collaborate with 30+ community based-organizations in 16 cities across 13 states We are beyond grateful for the continued support of our partners and funders, which makes our work possible. ??
