Cove Point LNG has returned to full service after concluding annual maintenance over the weekend. The 2024 wildfire season continues to drag on, with over 1.5 million acres across the U.S. burned from active wildfires. For utilities, wildfires pose a unique risk since their transmission and distribution systems can ignite and exacerbate wildfires and the resulting costs for damages of at-fault wildfires can quickly run into the billions of dollars. Yesterday, August 26th, Libya’s eastern government announced that it would be closing essentially all of the country’s oilfields and shutting in all production and exports under its purview. While Libya’s National Oil Corp has not confirmed the announcement, the Waha Oil Company has said that it will begin to cut production, potentially stopping it altogether. To understand the implications of this stoppage, BTU Analytics put together three scenarios in which Libya’s more-than-1 MMb/d of production is entirely shut in for one, three, and six months. PNM, New Mexico’s largest electric utility, did not have a favorable start to the year. The utility experienced both a failed merger with Iberdrola subsidiary Avangrid and a disappointing rate case decision in just the first three days of January. However, PNM is hoping that a positive result to its June-2024 rate case, which includes an increase of around $92MM in base rates and the establishment of new cost-collection improvements, will aid the utility in ending 2024 much better than it started. Using FactSet’s Oil & Gas Wells, Activity, and Production Data Feed, we can see the Uinta Basin’s top operators have drastically increased production of the basin’s light sweet, waxy crude since 2020. While increased horizontal drilling and well performance also played a part, this production growth is largely thanks to new crude-by-rail capacity coming online over the past several years that has boosted the basin’s ability to reach Gulf Coast refinery demand. However, the basin’s takeaway capacity is back to being near fully utilized. The proposed Uinta Basin Railway could alleviate this constraint and give production in the Uinta more room to run in the future, but its construction permitting was revoked last year when the D.C. Circuit Court of Appeals ruled that the federal Surface Transportation Board violated the National Environmental Policy Act in its environmental review of the project. The Supreme Court recently decided to take up the railway developers’ case to restore the necessary permits this fall (Seven County Infrastructure Coalition v. Eagle County, Colorado). If the appellate court ruling is overturned and the Uinta Basin Railway built, Uinta production could continue growing. By how much and from which operators remains to be seen.
