The Central Bank of the Republic of Kosovo (CBK), successor to the Central Banking Authority of Kosovo, is a public legal entity based on Articles 11 and 140 of the Constitution and the provisions of this law, having administrative, financial and managerial autonomy. The objectives of the CBK according to the law in force are: 1. The primary objective of the Central Bank is to foster and maintain a stable financial system, including a safe, sound and efficient payment system. 2. An additional objective of the Central Bank, which is subordinated to its primary objective, is to contribute to achieving and maintaining domestic price stability. 3. Without prejudice to attainment of these objectives, the Central Bank supports the general economic policies of the Government. 4. The Central Bank acts in accordance with the principle of an open market economy with free competition, favouring an efficient allocation of resources. The tasks of the Central Bank in pursuit of the objectives set by the law in force include to: 1. determine and implement financial system stability policy including oversight of a deposit insurance scheme, conducting market operations, and providing emergency liquidity; 2. regulate, license, register and supervision financial institutions as further specified in this law or any other law; 3. promote and oversee safe, sound and efficient payment, clearing and securities settlement systems; 4. ensure an adequate supply of banknotes and coins in Kosovo; 5. hold and manage the international reserves; 6. collect and publish statistics; 7. contribute to achieving and maintaining domestic price stability; 8. inform the Assembly of the Republic of Kosovo, the Government and the general public about its policies, tasks and operations as further specified in this law; 9. act as a banker, financial advisor and fiscal agent for the Government and any public bodies and public organizations of Kosovo;

    A high-level delegation from the Central Bank of the Republic of Kosovo (CBK), led by Governor Mr. Ahmet Ismaili, Ph.D. and joined by non-executive Board members Mr. Nurboja, Mrs. Latifi, and Mrs. Hoxha, completed an official visit to the Central Bank of Malta. ? At the opening meeting, the delegation was welcomed by Mr. Alexander Demarco, Acting Governor of the Central Bank of Malta, accompanied by Deputy Governor Bonello, Chief Economist Grech, Chief Operations Officer Romano, and Non-Executive Board Member Professor Bezzina. ? During the meeting, the governors exchanged information regarding the key developments in the financial sector and the economy. Governor Ismaili informed about the legal and regulatory framework developments, strategic projects, and the stability of Kosovo’s financial system. ? The two delegations primarily discussed governance and auditing, risk management, the payment system and the necessary preparations for SEPA membership, the management of international reserves, the prevention of money laundering and terrorist financing, and research, among other topics. ? At the end of the visit, the parties reaffirmed their commitment to bilateral cooperation, with CBK aiming to expand its network of partner central banks as participants in the Eurosystem, international reserve management, and other areas of cooperation. ?   • The Executive Board of the Central Bank has approved the Instruction on QR Code Standard, which will be used for payment transactions in the Republic of Kosovo. The purpose of this instruction is to define the rules and technical requirements for the development and operation of the QR Code structure in the Republic of Kosovo, which will be used for payments in retail sales and for invoice payments. It aims to promote the wider use of digital devices and smartphones for making payments, while ensuring stable and secure interaction between service providers and consumers. CBK has adopted the standard defined by the European Payments Council (EPC), which includes the QR Code standard used in the EU for payment transfers initiated by smartphones and for instant payment systems. Using this standard will bring some advantages and benefits: – For citizens; – For merchants and service providers; – For payment service providers; and – For public institutions. With this standard, the CBK intends to make sure that QR codes will be used efficiently in the Republic of Kosovo for payment purposes in different systems and platforms, thus reducing their fragmentation.     The Governor of the Central Bank of the Republic of Kosovo, Mr. Ahmet Ismaili, Ph.D., participated as a panel speaker at the 10th Annual Conference with the topic "Central Banks and Central Banking in a Highly Complex World: Demonstrating Commitment and Preserving Credibility", organized in Skopje by the National Bank of the Republic of North Macedonia and Reinventing Bretton Woods Committee. Governor Ismaili participated in the panel with the topic "Stocktaking on the most recent crisis episode: lessons learned on the way forward". The panel included representatives from the Central Banks of Croatia, Belgium, Lithuania, the European Investment Bank and the Brookings Institution. During his speech, Governor Ismaili: – Discussed how to address the challenges in the banking sector of Kosovo; – Elaborated on the regulatory instruments and policies available to CBK; and – Emphasized the activities of the CBK aimed at increasing the stability of the country's financial system. Governor Ismaili also held meetings with counterparts from the central banks, high representatives of the regulatory authorities of the European Union and international financial institutions.     The Governor of the Central Bank of the Republic of Kosovo (CBK), Mr. Ahmet Ismaili, along with his colleagues, held a meeting with the new Ambassador of the European Union (EU) Office in Kosovo, Mr. Aivo Orav. During the meeting, the Governor briefed the Ambassador on key developments in the financial sector, advancements in the legal and regulatory framework, the Strategic Plan, as well as the stability and integrity of the country’s financial system. Governor Ismaili: – Congratulated Ambassador Orav on his appointment as head of the EU Office in Kosovo; – Informed the Ambassador about the actions taken by the CBK in preparation for the anticipated application for membership in the Single Euro Payments Area (SEPA); – Emphasized that the CBK’s commitment and inter-institutional coordination for integration into SEPA are crucial for improving payment infrastructure and aligning with international standards; and – Expressed the CBK’s gratitude for the EU institutions, which continue to support the CBK’s efforts to strengthen the integrity of the financial system. At the conclusion of the meeting, both parties reaffirmed their commitment to strengthening cooperation in promoting access to finance, financial integration, stability, and the financial sustainability of Kosovo.     Deputy Governor of the Central Bank of the Republic of Kosovo (CKB), Mr. Dardan Fusha, together with the CBK staff dedicated to monitoring developments in the field of ESG and climate risks, participated in the workshop organized by the Kosovo Banking Association (KBA) in cooperation with the International Finance Corporation (IFC) regarding opportunities for adapting guidelines to address climate risks and the ESG criteria and risks for the banking sector. In his opening remarks, Deputy Governor Fusha emphasized that the CBK is committed to advancing the regulatory framework and strengthening capacities to adequately identify, report, monitor, and manage risks related to the environment and climate change. Deputy Governor Fusha highlighted that based on the new Guidance on CBAM issued by CBK on April 3rd, 2024: – Banks are expected to accurately assess the impact of climate and environmental risks on the business environment; and – Banks are also expected to collect data reflecting their exposure to climate and environmental risks.
