City of Baltimore, Department and Housing & Community Development ("DHCD") works to improve the quality of life for all Baltimore City residents by revitalizing and redeveloping communities and promoting access to quality affordable housing opportunities in safe, livable neighborhoods. DHCD was created in 1968 to consolidate local community development efforts with housing and building code enforcement. With just over 400 employees, DHCD strengthens City neighborhoods by attracting investors, developers, and home buyers. Through the administration of CDBG, HOME, City bond funds, and other creative financing mechanisms, the Department finances, and guides strategic development projects to meet housing and neighborhood needs. To hold property owners accountable and keep neighborhoods safe, DHCD monitors construction and building activity and enforces the City's housing and building codes. The Department also provides a host of valuable community services and administers a host of programs for residents.

??? A New Chapter Begins for Upton Mansion & the Legacy of Black Journalism! ????? Mayor's Brandon M. Scott and DHCD are proud to support the work of Afro Charities and put the Upton mansion, which has been vacant since 2002, back into productive use! This property will now stand as a beacon of knowledge and history, advancing the revitalization of Baltimore's Upton neighborhood along with surrounding communities. Today, Afro Charities broke ground on the long-awaited restoration of Upton Mansion, a Baltimore landmark that will soon house the AFRO Archives—one of the most historic Black newspaper collections in the country. The City awarded the AFRO Charities the development rights in 2020 after a competitive RFP. Built in 1838, the mansion has been home to: ?? Maryland’s second radio station ?? The Baltimore Institute for Musical Arts ?? A school serving the Upton community Now, thanks to Afro Charities & community partners, this $16M redevelopment project will bring this historic space back to life, creating: ?? State-of-the-art archival storage for the AFRO’s 130+ years of Black history ??? A podcasting suite & digitization lab ?? A reading room & public gallery ??? A permanent home for AFRO News & community partners This Black History Month, we celebrate more than history—we celebrate preservation, progress, and the power of Black storytelling.

One such development is the Chick Webb Center. The Center was named after American Jazz and swing music drummer and band leader, William Henry "Chick" Webb. This Black History Month, we celebrate the transformation of PS 103, Thurgood Marshall’s former elementary school, into the Justice Thurgood Marshall Amenity Center—a beacon of education, community, and opportunity in West Baltimore! For decades, this historic building stood abandoned. Now, thanks to the $15M revitalization effort led by Dr. Alvin Hathaway and the Beloved Community Services Corporation, this space honors the legacy of America’s first Black Supreme Court Justice while uplifting the next generation. Yesterday, Commissioner Alice Kennedy visited East Baltimore Midway to see the incredible work of DevelopHER, a groundbreaking initiative that is training and supporting women developers in our city. Many of these women grew up in Baltimore and are now taking the lead in revitalizing neighborhoods, tackling blighted properties, and creating thriving communities.
