The reason that scenarios help to improve forecasts is that they are multimodal in the data that is fed into a forecast. Why this matters? It matters because multiple factors impact a scenario and there are usually more than one scenario's that drive a forecast. Takeaways: a scenario is multimodal in that the drivers can represent very different aspects of a scenario and can be in different types of data.
