UK Foreign Secretary, David Lammy, and actor Barry Keoghan in Sofia after speaking with #HopeandHomesforChildren colleagues and other partners, announcing his campaign to advocate for family care for all children, and bringing attention to the plight of more than 5.4 million children locked up in orphanages around the world. Now we have the political leadership this issue has long required. Orphanages expose children to risks of trafficking, violence and neglect, which can lead to harmful life long consequences. The vast majority of these children are not even orphans. All of them should be back with their families or placed in alternative forms of family care. #HopeandHomesforChildren has helped to reduce the number of orphanages in Bulgaria from 145 in 2006 to 3 today, enabling many children who would otherwise have been denied their freedom to grow up with the love and protection of a family. And we are having a similar impact elsewhere in Eastern Europe, Africa and Asia. The global elimination of orphanages is a winnable mission, and by unlocking the resources that they concentrate and confine, and reallocating them in support of families, so many other dividends are generated, including better education outcomes, better health outcomes and better well being outcomes. The Better Care Network (BCN) is recognized as the preeminent information hub and global convener to influence action for children without adequate family care. BCN is an interagency initiative that facilitates global information exchange and collaboration among the growing number of organizations, governments, community groups, and individuals working to strengthen children’s care. BCN advocates for technically sound policy and programmatic action on global, regional, and national levels. The BCN website (www.bettercarenetwork.org) is the largest online collection of key research, tools, events and other documentation on issues related to strengthening family care and alternative care, designed to support academics, policymakers and practitioners alike. Its bi-monthly newsletter highlights recent research, practice, tools and the latest events and forthcoming opportunities.

This article published in the The International Journal of Human Rights explores the child rights implications of clientelism in residential care institutions in Cambodia and Myanmar and the clash between child rights norms and clientelist norms.
