The Plan focuses on the areas between 23rd & 41st Streets and 5th to 8th Avenues, where new housing is not permitted under presently zoned M1-6 for manufacturing which is largely antiquated. The objective is to rezone it to R11 and R12, which allows a Floor Area Ratio of 15 and 18 respectively. It also designates a Mandatory Inclusionary Housing area to require permanently income restricted housing. WHY DOES IT MATTER? PRESS: Migrant Shelter Closures Create Big Questions For City's Hotel Market. In the coming months, New York City will end its contracts for thousands of hotel rooms that have served as shelters for the waves of migrants who have arrived in the five boroughs.
