This first-of-its-kind new initiative in New York State aims to improve interactions between law enforcement and those living with disabilities. The Blue Envelope Program helps drivers with disabilities, as well as law enforcement officers, better respond and comply during traffic stops. Each envelope contains a written set of instructions for the driver as well as for the officer involved.
