ATF Industry Operations Investigators serve on the front lines of ATF’s regulatory operations by building collaborative partnerships with explosives and firearms industry members. IOIs use innovative technology to analyze trends in criminal misuse and trafficking. When licensees report a theft or loss from their inventory, IOIs work closely with ATF Special Agents to investigate the incident and recover the firearms or explosives. The Federal Law Enforcement Training Accreditation Board of Directors has reaccredited ATF’s Industry Operations Investigator (IOI) Basic Training course. This accreditation is valid until November 2029. ATF IOIs are the regulatory enforcement arm of ATF, and they regulate the commercial manufacture, import, distribution, and receipt of firearms and explosives in the United States. IOI Basic Training is 50 instructional days in length and consists of 400 training hours of instruction. The average number of students per iteration of the program is 24. Through the FLETA process, federal law enforcement training programs and academies voluntarily submit themselves for review by their peers. The standards were developed by law enforcement training professionals and experts from the academic community to promote excellence in law enforcement operations.

ATF trains Search Enhanced Evidence K-9s (S.E.E.K.) and Explosives Detection K-9s to provide law enforcement the ability to find evidence and use innovative tactics that help advance and solve cases. In September 2024, with the help of an ATF S.E.E.K. team and a U.S. Marshal Service Explosives Detection K-9 team, Donald Hush, of Miami, was sentenced to 15 years in federal prison for being a 27-time convicted felon in possession of a firearm and ammo. On Dec. 5, 2023, ShotSpotter was activated in Miami. After an initial canvassing of the area that night, no casings or damage were discovered. Miami Police Department encountered Hush with a bag which contained a stolen 9 mm handgun later in the day. Hush was arrested for being a felon in possession. The stolen gun was test fired and entered into the ATF National Integrated Ballistic Information Network (NIBIN). On Dec. 7, 2023, ATF K-9 Babs and USMS K-9 Mimi did a sweep of the area near the ShotSpotter activation. The K-9s sniffed out one casing, which was submitted into evidence. The casing was entered into NIBIN and was a match to the stolen gun. The public is safer because of these two expert K-9 teams. This Veterans Day, we honor our nation’s heroes who have served our country and who still serve today. At ATF, our Veterans make up almost 30% of our dedicated workforce. Yesterday, the ATF Veteran Employee Resource Group hosted a Veterans Day event at headquarters featuring two guest speakers, Army Col. J. Clint Tisserand and retired ATF Special Agent Randal Beach. They shared messages of leadership and resilience, and spoke about the meaning of service. “Peace is elusive,” said Col. Sixteen months after its opening, ATF’s National Crime Gun Intelligence Center of Excellence on the Innovation Campus of Wichita State University has become the model for Crime Gun Intelligence training, research, and academic partnership. It is also home to ATF’s second #NIBIN National Correlation and Training Center which has greatly expanded ATF’s capacity to assist federal, state, local, and tribal law enforcement agencies in their battle against violent gun by allowing ATF to provide more crime gun intelligence leads to our law enforcement partners. This month across ATF: ATF continued ESF #13 efforts in the Hurricane battled North Carolina and Florida; an ATF bomb technician responded to a ballot box incident in Vancouver, Washington; saw final prison sentence handed down in connection to plot to target energy grid; added some Fire Research Lab test analysis and research data to our website; investigated gun trafficking case which led to indictment of Kentucky men who were sending guns to Iraq; adjudicated hate crime arson in Seattle; and numerous ATF-investigated machinegun conversion device cases were indicted, pleas were made, and sentences were given. If it can, will, or ever has gone “bang” or “boom,” an ATF K-9 can sniff it out. Earlier this month, K-9 Jersey, found 10 guns during an investigation in Charlotte; K-9s MC and Darwin ensured the Chicago Marathon was safe by making sure there were no explosives along the route; and K-9 EJ participated in a special security detail for the U.S. Fire Administrator’s Summit in Maryland. In September, K-9 Shiloh found a gun stashed in a tree on the path a suspect ran from a shooting in the vicinity; and K-9 Carolina worked with a security detail to protect the vice president in Las Vegas. ATF-trained K-9s are the best of the best and can detect 1,000s of explosive compounds. Currently, there are a total of 194 ATF K-9 teams deployed nationwide – 125 are Explosives Detection K-9s and 69 are Accelerant Detection K-9s. Of the 125, 46 are assigned to ATF Special Agent handlers, 42 of which are Search Enhance Explosives K-9s (SEEK) and four are #ExplosivesDetectionK9s; 34 are assigned to state and local law enforcement agencies; and 45 are assigned to other federal agencies. Also, 69 accelerant detection K-9s are with state and local partners across the country, which aid in fire investigations. There is also a class of Explosive Detection K-9s currently in training at ATF’s National Canine Division, Canine Training Center, in Front Royal, Virgina.
