Yesterday, ATCA hosted our ATCA Member Townhall with 100+ members tuning in to hear ATCA's Board of Directors provide an update on the state of the ATM industry and ATCA's role as we work towards comprehensive modernization?for the NAS. ATCA and its member companies look forward to working with the Administration to champion modernization efforts through Congress and the budget process and serving as a consensus-convening organization for America’s ATM providers. Established in Washington, D.C. in 1956 by a group of air traffic controllers, the Air Traffic Control Association has been from the outset dedicated to progress in the science of air traffic control and the preservation of a safe flight environment. It provides a forum in which those concerned can address the myriad issues inherent to the development of viable air traffic control systems and aviation infrastructures, and the ever increasing demands on the global navigable airspace environment. Those in the aviation community; the providers of air traffic control, system architects, manufacturers, suppliers, system operators and users join together in ATCA to share their collective experience and knowledge, and efforts in pursuit of common goals. ATCA is unique in representing the broad spectrum of civil-military cooperation typical of global flying activities. Its Annual Technical Meetings and Exhibits feature North America's largest and most diverse display of aviation related technology. These events are attended by thousands of civilian and military members and representatives from around the world. ATCA also sponsors Technical Conferences and Symposia annually in Europe, the Pacific Rim and Latin America. ATCA’s Civil Military Air Traffic Management Summit known as CMAC? attracts Civil and Military Aviation leaders from around the world. Beginning in 2009 this will be held annually. ATCA is a non-profit, non-government, professional organization.

ATCA's President & CEO Carey Fagan released the following statement supporting U.S. Department of Transportation Secretary Sean Duffy’s plan for comprehensive Air Traffic Management (ATM) system modernization: “On behalf of America’s air traffic management system providers, ATCA applauds Secretary Duffy’s announcement that he will be submitting a plan to Congress for comprehensive modernization of the hardware and software systems used by air traffic controllers to ensure safety. ? “As I stated in my written testimony for the House Aviation Subcommittee’s hearing last week, we agree on the urgent need for comprehensive modernization that leverages the latest technologies that our members have been developing and deploying around the world for Air Navigation Service Providers (ANSPs) for many years. By improving upon and streamlining existing flexible procurement tools that Congress provided FAA in the 1990s, the Administration has an opportunity to leverage best-in-class, modern systems to rapidly deploy over the next three years.? ? “ATCA and its member companies look forward to working with the Administration to champion this effort through Congress and the budget process and serving as a consensus-convening organization for America’s ATM providers to support this effort.”

ATCA along with 14 aviation stakeholders wrote a letter to U.S. Department of Transportation Secretary Sean Duffy, U.S. Commerce Secretary Howard W. Lutnick and U.S. Trade Representative Jamieson Greer urging them to work together with industry stakeholders to minimize disruptions in the aviation supply chain. “The aviation supply chain involves tens of thousands of suppliers from all over the globe which provide parts, platforms, and systems that require safety approval for use and installation, all of which may not be easily replaced or substituted,” the groups wrote. “Given this reality, it is essential that both government and industry work together to minimize cost and availability disruptions in the aviation supply chain, which in many cases cannot be easily or quickly addressed. We believe such dialogue and analysis will benefit the competitiveness of the U.S. aviation manufacturing and maintenance sectors and will be critical as the industry continues to innovate and contribute positively to the U.S. balance of trade.”

Today, ATCA President and CEO Carey Fagan provided testimony to the U.S. House of Representatives Subcommittee on Aviation regarding "America Builds: Air Traffic Control System Infrastructure and Staffing." The testimony highlighted three critical challenges facing America's air traffic management system and proposed actionable solutions: ?? Continual Modernization is Essential ATCA called for a five-year modernization plan to bring the aging infrastructure below its design life by FY2031. U.S. industry stands uniquely qualified to support this effort, having already deployed advanced technologies to foreign ANSPs worldwide. ?? Obstacles Must Be Removed?Despite having flexible acquisition authorities since the 1990s, the FAA has not fully utilized these powers due to procedural barriers. ATCA recommended the FAA work with industry experts to develop a plan within 90 days to rapidly deploy the latest commercial ATM technologies. ?? Consistent Funding is Critical?ATCA proposed Congress provide surge funding of at least $5 billion annually for five years to support modernization efforts, with clear performance metrics and accountability measures. https://lnkd.in/edWCirhD

Today, ATCA joined the Aviation Coalition to sign a letter to Congress on FAA Modernization. To maintain a best-in-class ATC system that is globally competitive, it is our unified objective to work with the U.S. Congress and the Administration to find common ground to ensure the operational safety and efficiency of the National Airspace System (NAS). To achieve this, we must support air traffic controller workforce hiring and training, modernize and deploy state-of-the-art air traffic control facilities and equipment, implement procurement and program efficiencies and facility realignment, and address budget reforms for the Airport & Airway Trust Fund (AATF). We are aligned on not pursuing privatization of U.S. air traffic control services and believe it would be a distraction from these needed investments and reforms.? Our priorities include:? 1) Robust emergency funding for critical air traffic control technology and infrastructure and controller staffing and training? 2) Direction to FAA to achieve prudent divestment from legacy NAS elements and utilize new and innovative procurement methods to facilitate the deployment of state-of-the-art technology? 3) Realignment and modernization of ATC facilities to improve operational efficiencies? 4) Additional financial mechanisms to more effectively utilize AATF balances to enhance safety in the air and on the ground including through multi-year budgeting? 5) Exempting the Federal Aviation Administration from government shutdowns to ensure a predictable funding stream to ensure continued safety and air traffic control personnel hiring and training Read the full letter below.
